Assessment Of Ecological Protection Effectiveness In County Area

County is the most widely distributed basic administrative area unit in China.The effect of county ecological protection is the key point of national ecological security and basic level government performance assessment.To strengthen the rationality and feasibility of ecological protection effectiveness assessment in county area,on the one hand,we can enhance the service function of county ecosystem,on the other hand,promote the construction of ecological civilization in county and protect human welfare.This paper takes the provincial ecological civilized countyEshan County as an example.This paper explores the assessment methods of the effectiveness of county ecosystem protection by means of gross ecosystem product,GEP and ecological assets.Through the establishment of county-level ecosystem production index and system.The accounting research area of the ecosystem production value(GEP)and analysis of the 15 years of research area of ecological assets and GEP changes.In order to preliminarily form the assessment method of county ecosystem protection effectiveness.The results show that:1.2000-2015 years,Eshan County GEP is 10.724 billion yuan,12.814 billion yuan and 15.871 billion yuan respectively.They are 14.28 times times their GDP,3.86 times times and 2.55 times times respectively.Unit area GEP 5.549 million yuan/square kilometer,6.6304 million yuan/square kilometer and 8.2123 million yuan/square kilometer respectively.2.2000-2015 years,the function of climate regulation and water conservation is the main service function of Eshan County.The sum of them accounted for 77.25%,72.81%and 61.9%of the GEP of the year respectively.3.2000-2015 years,the GEP of Eshan County was improved.Excluding the price factor,a total increase of 24.38%.Among them,the product provides and the cultural function value enhancement is obvious.Increased by 197.5%and 3004.06%respectively and the adjustment function value stability has risen,increased by 1.38%.4.2000-2015 years,the quality of Eshan County ecological assets improved significantly.Forest quality grade for the excellent area of 136.63 square kilometers,295.94 square kilometers and 411.81 square kilometers respectively,increased by 201.42%.The quality of the shrub area is 30.31 square kilometers,66.13 square kilometers and 81.69 square kilometers respectively,increased by 169.48%.The area of grassland quality is 55.19 square kilometers,92.06 square kilometers and 73.31 square kilometers respectively,an increase of 32.84%.5.Overall,during the 15 years,the effectiveness and benefits of ecosystem protection of Eshan County showed a good trend.The capacity of Eshan County ecosystem products and the output of cultural services are obviously improved,and the quality of eco-assets is obviously improving.In the rapid economic development and effective protection of the ecological environment.The above results can be used as the basis for evaluating the effectiveness of county ecosystem protection.It can embody ecosystem services to the development of county economy and society.Can be used as a preliminary assessment method of ecosystem protection effectiveness.In addition,this paper combines ecological compensation and ecological input construction with ecological protection effect.For the country to the ecological civilization construction deployment has carried on the beneficial exploration,simultaneously may to the future consummation ecosystem protection effectiveness assessment method to have the Enlightenment function.In order to better for environmental protection and government performance assessment to provide a reference.
