Research On Waste Treatment Outsourcing In Wujin District Changzhou City

In recent years,the pressure on garbage control is getting bigger and bigger.With the continuous promotion of China’s urbanization process and the rapid and continuous expansion of the urban population,the total amount of garbage is growing,and a large number of cities are plagued by the "garbage siege".According to the comparison of daily garbage production and daily disposal capacity,most urban garbage disposal capacity is in a critical state.Once the growth of garbage disposal capacity can not keep up with the development speed of garbage production,or garbage disposal facilities have problems,a serious garbage crisis will occur in a short time,seriously affecting the normal operation of the city.It is a long way to accelerate the efficiency and quality of garbage treatment,promote the establishment of a "sustainable city" and even a "harmonious city",and have a long way to improve garbage treatment.The traditional model is that the government is responsible for garbage management.With the continuous improvement of governance requirements,many cities at home and abroad now break down the traditional barriers and will be outsourced into garbage disposal.This paper summarizes the experience of urban waste treatment outsourcing at home and abroad,analyzes the cases of waste treatment in Wujin District,and summarizes the problems such as insufficient government capital investment,insufficient number of outsourcing enterprises,insufficient policy support,insufficient professional talent reserve and so on.The author focuses on the analysis from the government level,the main reasons are the government’s insufficient determination to reform,strong financial pressure,the top-level design is not enough.Through the analysis of the problems and causes,drawing on the advanced experience at home and abroad,combined with the actual situation of Wujin District,the author believes that the waste management outsourcing mode should be improved from the aspects of accurate role positioning of the government in waste treatment outsourcing,improving the policies and regulations,and promoting the industrialization of waste treatment outsourcing.
