A Study On The Action Strategies And Internal Logic Of Urban Government Cooperation Under The Yellow River National Strategy

The Yellow River basin is an important "ecological barrier" and "economic zone" in China,and plays an important role in Chinese economic,social development and ecological environment protection.In September 2019,a symposium on ecological protection and high-quality development in the Yellow River Basin was held in Henan,which clearly emphasized that "ecological protection and high-quality development in the Yellow River Basin are a major national strategy,similar to the coordinated development of Beijing Tianjin Hebei,the development of the Yangtze River Economic Belt,the construction of the Guangdong Hong Kong Macao Greater Bay Area,and the integrated development of the Yangtze River Delta.The coordinated development of Beijing-Tianjin-Hebei is based on the strong political potential difference between Beijing,Tianjin and Hebei.The development of the Yangtze River Economic Belt,the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the integrated development of the Yangtze River Delta are based on the integration and upgrading of the existing good cooperation between local governments.Unlike other national strategies,the ecological protection and high-quality development strategy of the Yellow River basin is driven by the central government and based on the cooperation of local governments with a poor foundation and a thin base.In the context of the national strategic requirements and realistic conditions,the urban governments in the Yellow River basin still carry out various types of cooperation in various fields.What are the influencing factors of government cooperation in this situation?what action strategies the government cooperation will take?and what internal logic is behind the government cooperation?By answering the above questions,this paper summarizes the current situation and explains the theory of government cooperation in the Yellow River basin.On the basis of fully collecting the cases of urban government cooperation in the Yellow River basin,this paper uses the Institutional Collective Action framework for reference,constructs the three-dimensional factors of "problem attribute-partner-cooperation environment",and explains the internal logic of cooperation from the perspective of transaction costs and cooperation benefits.In addition,with the help of qualitative comparative analysis,the influence of the factors on the cooperation effect and the cooperation strategy formed by the urban government are presented scientifically.The study found that under the background of the Yellow River National Strategy,the urban government,in combination with the actual conditions,flexibly adopted strategies such as forced response,basin spontaneous linkage,radiation expansion and cooperative overlay,which not only responded to the national strategic requirements,but also achieved certain cooperation benefits.The internal logic of government cooperation is to minimize cooperation costs and increase cooperation benefits by selecting profit-oriented issues as cooperation matters,choosing a compromise to adapt to reality and longitudinal intervention guidance and pressure to deal with the limitations of the reality.The study of urban government cooperation in the Yellow River basin is actually a practical summary and theoretical explanation of how to carry out cooperation in areas with weak cooperation foundation under the policy requirements.In theory,the research object of government cooperation is expanded to the weak areas of cooperation foundation,and the strategic actions that can be taken to carry out cooperation under the policy requirements are explained,which responds to new practical problems.In practice,the analysis of the internal logic of urban government cooperation in the Yellow River basin can help guide how to promote government cooperation in weak areas of cooperation.
