Project-based management is a common management mode in engineering construction enterprises of China.The project manager is the first responsible person and operation manager of the project department,who has direct leadership responsibility for the safety and quality,time control,cost management,fund operation,integrity and stability of the project.SGJ Company is belong to China Petrochemical Corporation,which is a professional technical service and project contracting company,and the incentive and constraint mechanism of project manager under contract management system is also with a series of problems and loophole,such as unreasonable salary structure,imperfect evaluation system,the absence of measures and constraints.How to mobilize the enthusiasm of project manager adequately,promote the contracted project make more profits,and to prevent and avoid the operation risk,legal risk and integrity risk easily caused by the state-owned enterprise contract operation mode are the research points of this paper.Taking project manager’s incentive and constraint contract of management system mechanism in SGJ Company as the research object,with a briefly introduction and the present situation of human resources analyzing of the company on the basis,and adopt the method of questionnaire survey,make in-depth investigation and analysis of project manager under the incentive constraints mechanism of contract management system based on the current project manager job motivation,salary incentive,performance evaluation,education training incentives and incentive problems existing in the aspects of enterprise culture of SGJ.And optimum design of advanced theory of incentive and constraint mechanism,the project manager’s incentive and constraint,which discussed from the overall train of thought,main contents,incentives and other aspects for optimization suggestions of the incentive and restraint mechanism.Finally,combined with the actual situation of SGJ,put forward a series of concrete guarantee measures of the implementation for project manager’s incentive and constraint mechanism.Based on the author’s work practice in SGJ Company,this paper carries out analysis and research,which has strong applicability and practicability,and provides effective solutions to the practical problems currently faced by SGJ.At the same time,it also provides references for many engineering construction enterprises of the same type in the aspects of project manager incentive and constraint management and deepening the reform of salary distribution system.It provides a template that can be used for reference and replication,and has a certain universal applicability in the field of contracted management project manager.
