Social Life Noise Governance In City A,Shandong Province

The Party’s 20th National Congress pointed out that "we will improve the system of social governance featuring joint contribution,joint governance and shared benefits,enhance the effectiveness of social governance" and "build a community of social governance in which everyone has responsibilities,responsibilities and benefits".The main idea is to encourage all sectors,including enterprises,the public and social organisations,to participate extensively in social construction and community governance.A few short sentences are enough to clarify the content of the theory of cooperative production.In recent years,social noise has become the main source of environmental noise pollution in China,causing an important impact on the quality of the human acoustic environment.Social life noise includes all kinds of artificially generated noise in social life,such as the humming of household appliances,the sound of horns used for commercial publicity,square dance music and so on,which can annoy community residents and even affect their physical and mental health.This is why social noise pollution management has become an emerging issue in community governance,posing a new challenge to grassroots government authorities,and has become a difficult problem for them in community governance due to its difficulty and ease of recurrence.Through a review of the information and consolidation of the literature,it was found that the co-production approach plays an important role in the field of social services and is also one of the methods that are widely used in concrete practice.Because a community is not only a government community,but also a space where the majority of enterprises,people and social organisations depend on for survival,production and development,the community governance issue of social life noise requires the proactive participation and close cooperation between government agencies,community self-government organisations,enterprises,citizens and other social organisations.This paper explores the importance of collaborative production in the process of community governance by taking the management of social noise in City A of Shandong Province as an entry point.The paper examines the current situation of social noise management in City A of Shandong Province,analyses the problems,explores the root causes,focuses on the goals of joint construction,joint governance and sharing,and examines suggestions for improving social noise management and community governance in City A of Shandong Province from the perspective of the different functions of diversified bodies and the institutional mechanism of cooperative production.
