Research On The Integration Of Urban And Rural Environmental Sanitation

With days passing by,the economic and social development is changing,the living standard is improving constantly,and the people’s demand for a better living environment is becoming increasingly strong.As one of the important indicators to measure the degree of urban civilization and management level,the improvement of urban and rural environmental sanitation is related to the production and life satisfaction of urban and rural residents and the overall social satisfaction.It is a practical livelihood project.Due to the gap between urban and rural areas,the construction of public health infrastructure in rural areas is lagging behind,the garbage collection and treatment capacity is weak,the public’s awareness of garbage classification is not strong,and the problems of garbage flying and "five heaps"are widespread,which not only lead to environmental pollution,but also.cause public dissatisfaction,and have become the major factor affecting the comprehensive improvement of human settlements.F County of Linyi City has taken effective measures and achieved obvious results in the construction of urban and rural sanitation integration.In 2017,it was rated as the National Health County,and in 2020 and 2021,it was praised by Shandong Provincial Urban and Rural Sanitation Integration Joint Conference Office for two consecutive years.It was determined as the pilot county for the classification and resource utilization of rural household garbage.But at the same time,we should also realize that there is still a gap between the integration of urban and rural sanitation and the national requirements for improving the quality of rural living environment,the expectations of farmers and other advanced provinces and cities.The backward construction of rural sanitation infrastructure,low standards of sanitation operation,the collaborative participation mechanism of urban-rural sanitation integration departments to be improved,and the protection of the rights and interests of sanitation practitioners are all problems that must be solved in the reform process.Therefore,from the perspective of urban and rural overall planning,the empirical study of urban and rural environmental sanitation integration management theory meets the development requirements and has strong theoretical and practical significance.Based on previous research results,this paper reviews the development process of urban and rural sanitation integration.Through questionnaire survey and interview,it finds the existing problems in the construction of urban and rural sanitation integration,focusing on such aspects as weak service awareness,departments fighting for themselves,insufficient investment in infrastructure,and unbalanced promotion between urban and rural areas.It analyzes the causes of these problems from the aspects of imperfect system construction,imperfect guarantee mechanism and lack of concept.It applies the theory of collaborative governance and the theory of new public service to explore how to promote the integration construction of urban and rural sanitation and strive to improve urban and rural living environment by improving service quality,strengthening the coordination between departments,increasing investment and improving the level of garbage sorting and treatment.We will make government more service-oriented.This study will provide material support for improving the integration system and mechanism construction of urban and rural environmental sanitation,provide useful reference for cracking the comprehensive improvement of urban and rural environmental problems,and contribute to enriching our country’s rural governance theory research,enrich the contemporary rural governance theory content.
