Study On Construction Of Eco-clean Small Watershed In Beijing

Water is the source of life,"water as expensive as oil" in many countries is not just a metaphor,but a reality that restricts economic and social development.As early as the 1970s,the United Nations warned the world that water would soon become a profound social crisis--the next crisis after the oil crisis would be water.How to protect water resources,improve water ecology and maintain water security is a common "test"for the whole world in the process of ecological civilization construction.Building an ecologically clean small watershed is one of the answers China has given to this "examination paper".Since the reform and opening up,along with the rapid economic and social development,the shortage of water resources and the deterioration of water ecology have been aggravated continuously,especially in Beijing,the capital of our political,economic and cultural center,water is dirty and short.In order to solve this development problem,in 2003,Beijing took the lead in putting forward the working idea of "taking water source protection as the center,building three lines of defense of ecological restoration,ecological treatment and ecological protection,controlling sewage,garbage,toilet,ditch and non-point source pollution simultaneously,and building ecological clean small watershed".Over the past 20 years,the construction of ecologically clean small watershed has been promoted from the pilot project and from Beijing to the whole country.It has effectively safeguarded China’s ecological security,protected the mountains and rivers of the motherland,and promoted the construction of a beautiful China in a deeper and more solid way.Based on the theory of Marxism,this paper studies the construction of Eco-clean small watershed in Beijing.The first chapter investigates the research results of ecological civilization construction,small watershed comprehensive management and Eco-clean small watershed construction at home and abroad by consulting relevant literature,the research value of Eco-clean small watershed construction in Beijing was clarified.The second chapter analyzes the theory of constructing eco-clean small watershed from the perspective of Marxism in China,it shows that the construction of Eco-clean small watershed is a road of eco-civilization construction with Chinese characteristics,which is in line with Chinese national conditions.Chapters three and four are based on data analysis and questionnaires,this paper expounds the present situation of the construction of ecologically clean small watersheds in Beijing.summarizes the achievements made,and emphatically analyzes the problems existing in the process of the construction of ecologically clean small watersheds in Beijing.Chapter five puts forward six suggestions for the construction of an ecologically clean small watershed in Beijing:adhering to the leadership of the party and giving full play to the advantages of the system;adhering to the leading role of the government and promoting the construction with the coordination of multiple subjects;and establishing the overall concept,we should seek the way of ecology together,strengthen publicity and education,enhance ecological awareness,strengthen the integration of production,teaching and research,promote innovative development,improve management and protection mechanism,and ensure the sustainable and sound ecology.
