| With the acceleration of global warming,the cause of low carbon has begun to attract widespread attention from all walks of life at home and abroad.At the 75 th session of the United Nations General Assembly,China proposed the goals of achieving peak carbon by2030 and carbon neutrality by 2060,demonstrating its role as a great nation in promoting the building of a community of human destiny,meanwhile,green and low-carbon is also the way for us to achieve high-quality economic development and promote and expand Chinese modernisation.At the same time,green and low-carbon is also the way to achieve highquality economic development and promote and expand Chinese modernisation.In the 21 st century,the information industry has shown strong vitality,from the Internet to the mobile Internet,to the future Internet of Things,which is interoperable with everything,the information industry has greatly improved production efficiency and supported the development of low-carbon businesses.At the same time,we are also able to observe that the geographical layout of the information industry is not uniform,especially the information industry based on new-generation information technology such as big data,cloud computing,block chain and the Internet of Things,which shows a clear phenomenon of agglomeration development.While this clustering development of information industry enhances local innovation capacity and promotes economic development,what effect will it have on the local low-carbon cause? Does it have a spillover effect on the carbon emissions of the surrounding areas? Thus,based on the panel data of 30 Chinese provinces from 2011 to 2019,this paper systematically explores the impact of the agglomeration development of information industry on regional carbon emissions and its spillover effect using a spatial Durbin econometric model under a variety of spatial weight matrices.This paper follows the research line of problem formulation-theoretical analysismechanism analysis-empirical analysis-conclusions and recommendations.By reviewing previous related articles and theories,the mechanism of the influence of information industry agglomeration on regional carbon emissions is constructed with reference to the development characteristics of information industry with high innovation,low emission and strong agglomeration;using scientific methods,the information industry agglomeration index and regional carbon dioxide emissions are measured;and combining various The spatial Durbin model is used to analyze the spillover effect of information industry agglomeration on regional carbon emissions.The research results show that: firstly,China’s provincial carbon emissions have an obvious spatial spillover effect,and it is manifested as a diffusion effect;the carbon emission intensity of all provinces shows a decreasing trend,but the carbon dioxide emissions tend to rise;the provinces with higher economic level also drive the development of the surrounding areas while radiating outward,and also drive the increase of carbon emissions in the surrounding provinces.Second,the agglomeration of information industry has a negative impact on local carbon emissions,and its spatial spillover effect is also negative.The agglomeration of the information industry not only improves the efficiency of equipment use and reduces energy and resource consumption,but also,by providing low-carbon solutions,the ICT industry can help other sectors of society to reduce their energy use;at the same time,the regression results show that this carbon reduction effect of the agglomeration of the information industry can achieve geographical diffusion through the radiation effect and suppress carbon emissions in the neighbouring provinces.Thirdly,of the many control variables in this paper,only the spatial spillover effects of urbanisation level and openness to the outside world are significant,and the coefficient values are small and have little impact.Finally,based on the findings,the full paper is summarised and relevant policy recommendations are put forward in four aspects: establishing the development concept of comprehensive low-carbon transformation,actively developing the information industry,digitally empowering emission reduction,improving the regional innovation cooperation mechanism of the information industry,and accelerating the pace of change in low-carbon transformation of energy. |
