The implementation of comprehensive budget management and the integration with the enterprise new information technology ERP system have greatly improved the enterprise resource allocation ability,reduced the enterprise production cost,strengthened the fund management,optimized the information means,and became the core means of the high-quality innovation and development of Chinese enterprises.However,in recent years,due to the deep influence of COVID-19 epidemic,cruel market competition,as well as the adjustment of national macroeconomic policies and industrial structure,Chinese traditional nonferrous metal mining and dressing enterprises are faced with the reduction of mine grade,the restriction of environmental protection policy,the shortage of recoverable resources,the improvement of citizens’ environmental awareness,the diversification of enterprise operation,the complexity of operation mode,the hot competition of market,the continuous decline of profits and the shrinking of development space.If enterprises do not adopt scientific innovative development means and do not improve the management level,If we do not make full use of the advantages of national policies,it will be difficult to be invincible in today’s information age.Therefore,making full use of the existing ERP information system of the enterprise,deeply integrating into the comprehensive budget management system and implementing more refined budget management,the traditional non-ferrous metal mining and sorting enterprise of our country deeply integrates into the national development strategy,promotes the innovation and development capability,optimizes the operation and management and improves the enterprise profit.Problems to be solved urgently to promote the development of enterprises.R Company is a state-owned enterprise engaged in the selection,smelting,deep processing and sales of non-ferrous metal products.It mainly produces zinc,indium,iron and other products.It is the main production base of zinc and indium in China.In2020,the company integrated ERP system and comprehensive budget management into the enterprise management,gradually realized the internal and external information sharing of the enterprise,improved the information quality,achieved certain achievements in optimizing resource allocation,reducing cost and strengthening internal control,and promoted the rapid development of the company.However,due to a series of problems such as the Company’s location in remote areas,insufficient innovative means,lack of talent resources,backward management measures and weak industrial foundation,the EPR system and the comprehensive budget management system of R Company are not deeply integrated,and the whole budget management is still extensive management.After deeply analyzing the present situation of comprehensive budget management under ERP system of R Company,it is found that there are still some problems in R Company,such as the lack of integration of the two,the insufficient application of ERP system,the misunderstanding of the staff,the imperfect management system,the unscientific budgeting,the unsatisfactory execution,the inadequate analysis and the poor evaluation effect.This article uses the case analysis method,A series of measures such as comprehensive improvement of ERP system function,innovation of budget management system,standardization of budget preparation,strict budget execution,emphasis on budget analysis and strengthening of budget performance evaluation are put forward.At the same time,more effective safeguard measures are proposed from aspects of improving management consciousness,training comprehensive talents,strengthening information construction,etc.in order to better play the role of overall budget management under ERP system,effectively improve economic benefits,continuously improve profitability and realize the strategic objectives of the company.Promote the development of high-quality innovation.
