Case Analysis Of Financial Support To The Development Of Characteristic Industrial Clusters In Counties

In the course of our economic development,small and medium-sized enterprises play a vital role in increasing jobs,promoting scientific and technological innovation and maintaining social stability.However,in the process of development,continuous business expansion and business upgrading and transformation,small and medium-sized enterprises will encounter a variety of problems,the most important of which is difficult and expensive financing.Looking around the world,small and medium-sized enterprises will encounter the same predicament,and as a single small and medium-sized enterprise to raise funds through a single way is even more difficult.In recent years,due to the same industry or region,many small and medium-sized enterprises have formed industrial clusters with industry or supply chain as a combination.The products produced by enterprises in the industrial cluster are the same or similar,and some enterprises in the cluster can form an upstream and downstream relationship.Such characteristic industrial clusters are generally located in a certain county,which can improve the competitiveness of a single enterprise.Promote the economic development of the whole county.In Renze District of Xingtai City,there are mature and distinctive industrial clusters of machinery manufacturing and rubber and plastic products.Due to lack of credit,lack of guarantee and other reasons,enterprises in the cluster will face various difficulties in financing through a single enterprise.By providing financial support to the whole industrial cluster,financial institutions and the government can alleviate the financing difficulties and expensive problems of small and medium-sized enterprises in the cluster,promote the transformation and upgrading of industrial clusters,and inject momentum into the development of county economy.In this paper,two characteristic industrial clusters of machinery manufacturing and rubber and plastic products in Renze district of Xingtai City are taken as the research object,and the development status of the two industrial clusters is briefly introduced.By using the method of questionnaire,178 enterprises in the two clusters are selected for investigation,so as to understand the financing needs of enterprises in the clusters.The results show that the enterprises in the cluster have some problems in financing,such as narrow financing channels,high financing cost and single guarantee.As the provider of financial support,the government and financial institutions have adopted the following financial support measures: the banking industry increases the total amount of credit to industrial clusters,develops characteristic financial products suitable for the development of industrial clusters,innovates the financing service platform serving industrial clusters,and innovates the financing mode of industrial clusters.From the perspective of the government,the most important thing is to expand the financing channels of small and medium-sized enterprises in the cluster and expand the financing scale through financial support for the listing and financing of leading enterprises in the industrial cluster.The overall credit of industrial clusters can reduce financing costs,improve financial efficiency,promote the transformation and upgrading of industrial clusters,and inject vitality into the development of county economy.However,through the comparative analysis of the financial support demand and supply of the industrial clusters,it is found that the two industrial clusters in Renze District have not given full play to the advantages of industrial clusters in obtaining financial support.Combined with the characteristics of the intelligent manufacturing park in Xingwan Town,Renze District,the overall financing mode of the industrial cluster is further proposed: mutual guarantee financing,collective bond issuance.The cluster financing mode can improve the efficiency of financial support,in order to provide reference for Renze District machinery manufacturing Industry association,rubber and plastic Products industry association and Renze District government.Finally,in view of the conclusion that the industrial cluster has obtained financial support,the paper puts forward policy suggestions for the overall strategy of government,enterprises within the industrial cluster,financial services and financial support for the county characteristic industrial cluster,so as to better promote the transformation and upgrading of the two industrial clusters and promote the economic development of Renze District.
