Research On Safety Management Of JY Natural Gas Company

With the rapid development of national urbanization construction in the past20 years,urban gas industry has been rapidly developed and expanded.March 2004,the Ministry of Construction issued the "Measures for the Management of Municipal Public Utilities Franchise",which included the city gas into the scope of municipal public utilities,and city gas industry began the golden period of development.However,with the golden period city gas industry,the constant competition of all kinds of capital led to many irregularities in the initial construction,which made lots of safety risk for safety management.Although some enterprises have achieved great development in the industrial scale,but safety management has not kept up with the pace of development,resulting in frequent safety accidents and prominent safety management problems.City gas belongs to people’s livelihood industry and is a necessity of production and life of urban residents.Its safety management has become the top priority in the development of urban gas enterprises.In this paper,the safety management of JY natural gas Company is studied,with the purpose of improving the safety management level of JY natural gas Company,the current situation and existing problems of the company’s safety management are analyzed systematically,and the improvement measures are proposed.Firstly,by reading and studying a large number of domestic and foreign literature,the author understands the current advanced safety management methods in the industry.Based on the current development status and background of the industry,the significance of the research is clarified.Three research methods including literature research,questionnaire survey and case analysis are selected according to the actual situation,and the technical path of the research is determined.Secondly,according to the literature research,the key theories and concepts such as safety management theory,basic concept of safety management are defined,which lays a theoretical foundation for the research of this paper.Thirdly,according to the current situation of JY Company,starting from the safety management mechanism,it analyzes the structure of safety management quo status,safety production responsibility system,dual management mechanism of risks and hidden dangers,emergency response mechanism and process,safety management assessment,staff safety education and training,gas station safety management,pipe safety management,user safety management and other aspects.Describes the basic situation of the company’s security management.Fourthly,by means of questionnaire survey,the existing problems of safety management in JY Company are found out.The fishbone diagram and interview are used to find out the causes of the problems,indicating the direction for optimizing safety management.Fifth,in view of the existing problems of JY Company,the optimization and improvement are carried out from the aspects of staff safety education and training,project construction,safety emergency system,equipment and facilities management,gas pipe management,gas user management,safety assessment and staff incentive measures.Finally,the requirements for the management optimization are respectively from the government,system,culture,capital and other aspects,so as to ensure the progress of the optimization.Through the optimization of the security management of JY Company,the security management of the company can be more detailed,the management objectives are more clearly,and the management means are more abundant.It can ensure that JY Company can handle the leading position in the competition of the existing market,and compete with other markets,so that the company can carry out high-quality development under the condition of healthy development.
