| The provincial eco-environmental protection supervision as an extension and supplement to the central eco-environmental protection supervision,which is the "intermediaries" between the central and city(county)eco-environmental protection supervision.Based on an accurate grasp of local environmental governance information,the provincial eco-environmental protection supervision to identify the crux of the problem of local inspection and rectification,serious,accurate and effective solution to local ecological and environmental problems,to improve the efficiency of inspection and rectification,through the "supervision of politics",to strengthen the "supervision of enterprises",to achieve full coverage of "party,government and enterprise" inspectors.However,there are still shortcomings in the operation of the provincial eco-environmental protection supervision in practice: first,the degree of information disclosure is low.Local eco-environmental protection supervision is mostly issued in the form of joint party and government documents,and documents issued in this form exist in large numbers in the provincial eco-environmental protection supervision,and the standards and basis for disclosure of this information vary from province to province.In addition,local willingness to actively disclose content related to environmental protection inspectors is low,and disclosure is not comprehensive;second,accountability procedures are not very operational.The accountability situation of party and government inspectors at the township level is missing,and the accountability investigation and decision procedures are unclear and the relief and verification procedures are not comprehensive;thirdly,it is difficult to compact the main responsibility for eco-environmental protection at the county level.The implementation of vertical reform of environmental protection supervision,law enforcement powers up,objectively causing the county government environmental law enforcement powers in a "vacuum" state,and fill the county government environmental law enforcement powers,the implementation of the main responsibility of the local government eco-environmental protection,is the provincial eco-environmental protection supervision need to address important issues;fourth is the "dual penalty system " environmental administrative enforcement is not in place.The provincial eco-environmental protection supervision,in addition to their "supervisory" functions,also undertake certain "supervisory" duties in order to effectively improve the quality of the local ecological environment.To improve the provincial eco-environmental protection supervision system,the content of the document should be used to determine the content of the joint party and government document disclosure standards,to clarify the scope of environmental protection inspector information disclosure and responsibilities;to improve the accountability procedures for inspectors by supplementing the accountability of village-level inspectors,the establishment of a graded investigation mechanism,the introduction of hearings and fault tolerance mechanism.At the same time,give full play to the role of deliberative and coordinating bodies to strengthen the interface between the provincial eco-environmental protection supervision and environmental protection vertical reform mechanisms,delegation of environmental administrative enforcement powers to county-level environmental protection branch offices;expanding the scope of application of the "dual penalty system" for environmental elements,clarifying the scope of individual responsibility subjects,multi-dimensional supervision of enterprises to improve environmental lawful compliance,and promote the provincial eco-environmental protection supervision.The reform was put into practice to provide enforcement protection for the normal development of the provincial eco-environmental protection supervision. |
