Research On The Impact Of Environmental Regulation On Green Innovation Under The Background Of Digitalizatio

The report of the 20 th National Congress of the Communist Party of China pointed out that the modernization of Chinese style is the modernization of harmonious coexistence between man and nature.A sound ecological environment is the fairest and most inclusive way to improve people’s livelihood,and is an important part of helping China’s economy achieve high-quality development.At present,environmental pollution is a thorny problem in the field of public affairs,although our country has made remarkable achievements in environmental governance,but still exist problems such as environmental regulation not complete implementation.With the accelerated development of digital construction,it has been promoted the transformation of government governance model,and enhanced the effectiveness of government-led environmental regulation.At the same time,it also provides basic conditions for the public to participate in environmental regulation and build a multi-subject environmental co-governance system,which has become an effective supplement to the government’s formal environmental regulations.Therefore,under the background of promoting ecological civilization construction and digital construction in an all-round way,it is very necessary to explore the impact of environmental regulation on green innovation under the background of digital construction.Although existing studies have confirmed the role of environmental regulation on green innovation and the positive impact of digitalization on the construction of digital government and public participation in environmental governance,they have not made systematic and complete explanations on the mechanism of digitalization in the impact of environmental regulation on green innovation.At the same time,the public as an important participant of informal environmental regulation,plays a different role in green innovation under the background of digitalization than formal environmental regulation.However,the existing literature rarely studies the influence of digitalization.Therefore,this paper mainly carries out the following work: In terms of action mechanism,digitization,environmental regulation and green innovation are integrated into the unified analysis framework,and their internal logical mechanism is clarified theoretically.At the same time,environmental regulation is classified into formal environmental regulation and informal environmental regulation,and the mechanism of digitalization in the influence of different types of environmental regulation on green innovation is studied in detail.In terms of research methods,based on Python’s text analysis method and data crawler function,this paper constructs formal environmental regulations and informal environmental regulations with public participation as the main indicators,based on the panel data of A-share listed companies in 29 provinces(autonomous regions and municipalities)from 2011 to2020.This paper empirically analyzes the impact of environmental regulation on green innovation,tests Porter’s hypothesis,and under the background of digitalization,tests the moderating effect and heterogeneity of digitalization in the impact of environmental regulation on green innovation,and verifies the theoretical hypothesis of this paper.The results of this paper show that,(1)In the study sample,the level of formal environmental regulation is on the rise,but the gap between regions is constantly expanding;The level of informal environmental regulation dominated by public participation is on the rise,but the gap between regions has decreased since 2016.The level of green innovation represented by the number of green patent applications showed a right-skewed distribution pattern,and the proportion of enterprises with the mean number of green patent applications in the range of 0 to 1 over the years was as high as 70.71%.(2)Formal environmental regulation and informal environmental regulation can promote green innovation,and Porter’s hypothesis is valid in the study sample,and there is synergistic effect between them.(3)Digitization is beneficial to strengthen the role of environmental regulation on green innovation and has a moderating effect.(4)Under the digital background,formal environmental regulation has a better effect on green innovation of state-owned enterprises,while informal environmental regulation has a better effect on green innovation of non-state-owned enterprises;The digital regulation effect of formal environmental regulation in the eastern region passed the significance test,while the digital regulation effect of informal environmental regulation did not pass the significance test,indicating that the marginal effect of strengthening informal environmental regulation on green innovation through digitalization in the eastern region is small.Digitization in central China is conducive to strengthening the role of environmental regulation in green innovation.Formal environmental regulation has no significant impact on green innovation in western China,while informal environmental regulation has a positive impact on green innovation,but the moderating effect of digitalization has not passed the significance test.Based on the above results,this paper puts forward four suggestions: promote the construction of digital infrastructure and the green innovation development of enterprises;Promoting the construction of a digital government for environmental governance;Improve the environmental regulation system;Establish green,environmental protection,sustainable social value orientation.
