Study On Performance Evaluation Of PPP Project Of Restaurant Kitchen Waste Treatment In LS City

With the rapid urbanization process and the huge population size,garbage consumption increases day by day.The "garbage siege" has already affected the physical and mental health of citizens and polluted the ecological environment.Therefore,garbage disposal has become one of the key points of urban management and public service improvement by local governments.Kitchen waste has great harm to the environment and human health,but it also has potential resource utilization value,which is harmless,has the characteristics of reduction and resource recovery.Due to the large investment,long capital return cycle,high professional and technical requirements,this kind of engineering projects need to innovate the investment and financing model,so the public-private capital cooperation model(PPP model)has been widely used.PPP mode,as a mechanism applied in the public domain,provides public goods and services to the whole society through infrastructure construction and changes the traditional regulation of public goods and services provided by the public sector.It requires the introduction of social capital to make up for the government’s deficiencies in public service funds,technology,management experience and other aspects.It is of great significance to further clarify the relationship between the government and the market,and to the relationship between powers and responsibilities of each subject in the PPP model.This paper first explains the basic concept,type and operation process of PPP model,summarizes the PPP model and performance evaluation methods at home and abroad,analyzes its limitations and applicability,and selects the key success factor method(CSF)to identify and determine key performance indicators(KPI).Secondly,the first-level indicators determined according to the input-output logic framework:Project initiation,project output,project management,project output,project impact as the logical framework for the selection of indicators,on the basis of domestic and foreign scholars studying the performance evaluation index system of PPP projects,through extensive literature reading and comparative analysis of domestic and foreign PPP projects,the Delphi method is used to divide key performance indicators(KPI)into dimensions and specific indicators.Thirdly,after selecting indexes based on the analysis of the whole life cycle theory,the primary indexes were classified and evaluated according to the project logic framework,and the reliability and validity test analysis and screening indexes were carried out with the help of SPSS22.0 software.The optimal indexes were selected by using T-value test and variance analysis,and 5 first-level indexes,18 second-level indexes and 50 third-level indexes were finally determined.Finally,through the case LS city waste treatment PPP project performance evaluation for empirical analysis,calculate the score of each dimension index according to the evaluation index system,use the analytic hierarchy process(AHP)to assign the index weight,the use of fuzzy comprehensive evaluation method for garbage treatment PPP project comprehensive evaluation,evaluation of the project results as good,and put forward specific suggestions for the project.
