| For a long time,the lack of effective treatment of pig manure has led to serious environmental pollution,which restricts the green and high-quality development of pig breeding industry.It is of great significance to study the willingness and improvement measures of pig farmers to participate in fecal pollution-free treatment for reducing manure pollution and promoting green and high-quality development of livestock and poultry.Based on the theory of planned behavior and externality,this paper constructed an analysis framework of government intervention,ecological literacy and pig farmers’ willingness to participate in fecal pollution-free disposal.A field survey and questionnaire survey were conducted among 1696 pig farmers in Henan Province,and the bivariate Logit model was used to empirically analyze the influencing factors of pig farmers’ willingness to participate in fecal pollution-free disposal.The influence mechanism of government involvement and ecological literacy on farmers’ willingness to participate was deeply explored.The mediating effect model was used to test the mediating effect of ecological literacy on government intervention and farmers’ willingness to participate.The selection experiment and conditional Logit model were used to study pig farmers’ preferences for different policy schemes.The results showed that:(1)Subsidy intervention and promotion intervention had a significant positive and direct impact on pig farmers’ participation intention of waste clean treatment,while regulation intervention had a significant negative impact;(2)The ecological knowledge,ecological attitude,ecological behavior and ecological values in ecological literacy had significant positive and direct effects on pig farmers’ willingness to participate in waste disposal.(3)Ecological literacy had a masking effect between regulatory intervention and the willingness to participate in the clean treatment of pig manure,accounting for 47.46%.The mediating effect of ecological literacy was not significant between subsidized intervention and farmers’ willingness to participate in fecal pollution-free treatment,but played a complete mediating effect between extension intervention and farmers’ willingness to participate in fecal pollution-free treatment.(4)The four attributes of pollutant discharge technical standard,frequency of publicity and training,facility subsidy and income subsidy can improve farmers’ preference for the pollution-free treatment scheme;The two attributes of pollutant discharge fee and fecal pollution ratio can inhibit farmers’ preference for fecal pollution treatment scheme.In terms of the choice of treatment policy and effect combination,pig farmers are more inclined to choose plan 8,that is,no implementation of sewage technical standards,Levy a pollution discharge fee of 5yuan/head/month,6 times of publicity and training per month,facility subsidy of 0yuan,income subsidy of 900 yuan/head,and the proportion of fecal pollution-free treatment remains the current status.This paper puts forward the following suggestions:(1)Implement more effective government intervention measures,effectively integrate the regulation intervention,subsidy intervention and promotion intervention policies,and use them together.(2)Comprehensively improve the ecological literacy of pig farmers,adopt diversified channels to publicize and popularize environmental ecology and related policies,and guide the enthusiasm of farmers with different ecological literacy to treat fecal pollution in a multidimensional way.(3)Formulate differentiated manure treatment policies.(4)Formulating reasonable policies according to farmers’ preferences,including pollutant discharge technical standards,subsidy levels,increasing publicity and training,etc.,in order to achieve good policy implementation effects. |
