Environmental pollution is still an obstacle to the high-quality economic development which is the strategic direction of China.Therefore,it is imperative to continue to implement environmental regulation.There are some uncoordinated problems between the environmental regulation and economic development: it will increase the production cost of enterprises,reduce the enthusiasm of investment and even lead to stagnation of economic growth if the strength of environmental regulation is too high.Otherwise,enterprises cannot be guided to increase investment in pollution control and innovation,the quality of economic development will be affected ultimately.Therefore,the coordination between environment and economy is crucial to the economic transformation and sustainable development of China.To promote the comprehensive green transformation of economic and social,it is necessary to improve the coupling coordination level between environmental regulation and high-quality economic development.This thesis firstly sorts out the theoretical basis and action mechanism of coupling coordination between environmental regulation and high-quality economic development.Secondly,based on the provincial panel data from 2008 to 2018 in China,the coupling coordination degree model is used to measure the the coupling coordination level between environmental regulation and economic high-quality in each province and four regions.Further,the Dagum Gini coefficient,Moran index are used to analyze regional differences in coupling coordination degree and whether there is a spatial correlation.In addition,the Grey relational model is used to identify the degree of influence of many criterion-level indicators on the coupling coordination degree.The results show that: the coupling coordination degree between environmental regulation and high-quality economic development in China shows an upward trend,the overall level has completed a leaping development from "slight imbalance" to "barely coordination",but the overall coupling coordination degree is still not high.The coupling coordination degree of the four regions from high to low is the eastern region,the central region,the northeast region and the western region.In terms of the growth rate of coupling coordination,the central region has the largest growth rate.The results of regional differences shows that : the overall difference of the coupling coordination degree between environmental regulation and high-quality economic development between different regions in China is expanding year by year,and the regional difference is the main source of the difference,which indicates that there is an obvious imbalance in China’s coordinated development.The result of spatial correlation shows that there is a significant spatial correlation among the coupling coordination of adjacent provinces,and the coupling coordination has a positive spatial gathering.The result of Grey correlation analysis shows that there is a high degree of correlation between the coupling coordination level and several sub-indexes such as scientific research and technology research funds and urbanization level.According to the empirical results,different provinces and regions should:Take overall consideration,attach importance to the objective law of interaction between environmental regulation and high-quality economic development,and promote environmental regulation and high-quality economic development level comprehensively.Arrange development plan according to the natural resources endowment,economic development stage and development orientation.Focus on underdeveloped regions,strengthen the internal driving force of local development and promote equitable development among regions.The government,enterprises and the general public should work together to promote a comprehensive green transformation of economic and social development.
