With the development of modern information technology,the traditional infrastructure construction is turning to the new infrastructure construction with high quality.Based on the background of "new infrastructure construction" and "carbon peak,carbon neutral",this paper puts forward the research on the impact of new infrastructure investment on regional carbon emissions.This paper aims to discuss the impact,mechanism and process of new infrastructure investment on regional carbon emissions through theoretical and empirical analysis,which is helpful to improve the theoretical achievements related to new infrastructure investment and carbon emissions.At the same time,to a certain extent,it provides policy suggestions and basis for the formulation of the correct development policy,the adjustment of industrial structure and the high-quality development of the green economy in the new era.This paper mainly discusses the impact of new infrastructure investment on regional carbon emissions from theoretical and empirical aspects.Theoretical analysis: By combing relevant literature and theoretical basis,this paper discusses the impact of new infrastructure investment on regional carbon emissions from both direct and indirect aspects,and proposes a series of research hypotheses on this basis.Empirical analysis:By collecting provincial panel data of new infrastructure investment and regional carbon emissions in 30 provinces and cities from 2005 to 2019,this paper studies the impact,mechanism and process of the impact to validate the hypotheses proposed by theoretical analysis.First,the present situation of new infrastructure investment and regional carbon emission is analyzed.Secondly,new infrastructure investment focusing on the information field,science and technology field and social security field as the core explanatory variable,regional carbon emission focusing on carbon emission intensity as the explained variable,traditional infrastructure investment as the explanatory variable of comparison,and a series of control variables such as population size and urbanization rate were introduced.stata12.0 software was used to conduct empirical analysis of panel data,including correlation analysis,baseline regression,heterogeneity analysis,mediation effect analysis,threshold effect analysis and robustness test.Finally,a case study was conducted using time series data from Beijing to validate the results of the empirical analysis.This paper mainly draws the following conclusions: First,new infrastructure investment can significantly inhibit regional carbon emissions,while traditional infrastructure investment has no significant impact on regional carbon emissions.According to the empirical analysis results,the regression coefficient between new infrastructure investment and regional carbon emission is about-0.07,that is,each unit of new infrastructure investment can bring 0.07 units of regional carbon emission intensity reduction.New infrastructure investment includes information field,science and technology field and social security field.Investment in information field has a significant negative impact on regional carbon emissions,while investment in science and technology field and social security field has no significant impact on regional carbon emissions.It shows that the carbon emission reduction effect of new infrastructure investment on regional carbon emission is mainly realized through fixed asset investment in information field,namely information transmission,software and information technology service industry.Second,the intermediary effect exists in the influence of new infrastructure investment on regional carbon emission,which is manifested in three mechanisms of action,namely economic effect,structural effect and technological effect.Economic development,industrial structure and technological progress play an important role in the carbon emission reduction mechanism of new infrastructure investment.Thirdly,there is a threshold effect on the impact of new infrastructure investment on regional carbon emissions in China.Specifically,when the logarithm of per capita GDP exceeds the threshold value of 11.5358,the regression coefficient between new infrastructure investment and regional carbon emissions is-0.223.When the logarithm of per capita GDP is below the threshold value of 11.5358,the regression coefficient between new infrastructure investment and regional carbon emissions is-0.153.Fourthly,the impact of new infrastructure investment on regional carbon emissions shows significant regional heterogeneity.The new infrastructure investment in eastern and central regions can significantly inhibit regional carbon emissions,while the carbon emission reduction effect of new infrastructure investment in western regions is not significant.Fifth,the negative impact of Beijing’s new infrastructure investment on regional carbon emission intensity is significant,and its negative impact gradually strengthens and eventually stabilizes over time;The impact of new infrastructure investment in Beijing on regional carbon emissions can be reflected in the short term,but its contribution to regional carbon emissions is far less than the contribution of regional carbon emissions to its own impact.
