A Study On The Farmer’s Cognition Of Environmental Regulation And Its Influencing Factors

At the 20 th CPC National Congress,it was highlighted that the prevention and control of environmental pollution should be further encouraged.In Shandong Province,the pig breeding industry has seen a remarkable growth in recent years,with its scale being continually enhanced.This highly intensive breeding has brought serious environmental pollution problems.The government has issued environmental regulations to slow down the trend of environmental deterioration caused by animal husbandry.As the main recipient and executor of environmental regulations,farmers’ awareness of environmental regulations directly affects the implementation effect of environmental regulations.To realize the ideals of the 20 th CPC National Congress,it is essential to heighten pig farmers’ cognizance of environmental regulations.This paper seeks to enhance the understanding of environmental regulation amongst pig farmers in Shandong Province by analyzing the awareness and factors that have an effect on it,as revealed by a survey of the same.This paper,utilizing multiple ordered logit regression,selects 4 dimensions and 15 variables from survey data of 412 pig farmers in Shandong Province,to construct policy cognition indicators and empirically analyze the influencing factors of their environmental regulation cognition.The research content of this article mainly includes three parts: Firstly,by reviewing policy documents and statistical yearbooks,the current situation of environmental regulation in Shandong Province is summarized from four aspects: the evolution of environmental regulation policies in the livestock and poultry industry,the current situation of pollution emissions in Shandong Province,the current situation of environmental regulation investment in Shandong Province,and the current situation of environmental regulation effectiveness in Shandong Province.Through data organization and field research,the relationship between environmental regulation and pig farming is analyzed,Furthermore,it is concluded that improving environmental regulation awareness has a significant impact on pig farmers,providing theoretical support for the subsequent writing;Secondly,explain the source of sample data and conduct descriptive statistical analysis on the data obtained from the survey;Finally,based on research data,establish an ordered logistic regression model to empirically analyze the influencing factors of pig farmers’ awareness of environmental regulations in Shandong Province,in order to improve the awareness level of pig farmers about environmental regulations,thereby promoting the construction of ecological civilization and achieving sustainable agricultural development.The research results show that age,pig farmers have a high degree of awareness of environmental regulation,and 74.5% of them can basically understand environmental regulation policies or above.The main influencing factors include 12 factors from four dimensions: individual,family,policy communication and external environment.Among the personal factors,the younger the age is,the higher the education level is,and the relatives and friends are village cadres,the higher the awareness of environmental regulation is;In family factors,the larger the pig breeding scale and the higher the degree of production specialization,the higher the awareness of environmental regulation;Among the policy communication factors,the greater the communication of environmental regulation policies,the easier it is to understand government documents,the more complete the policy communication facilities,and the more unimpeded the access to policy information,the higher the degree of recognition of environmental regulation;Among the external environmental factors,the higher the subsidy for pig breeding prevention and control,the higher the frequency of government inspection on breeding pollution,and the greater the impact of pig breeding pollution on the environment,the higher the degree of awareness of environmental regulation.This paper proposes countermeasures and suggestions based on the research conclusions presented above: To begin,the government should first increase investment in rural education;Secondly,the government ought to bolster the publicity efficacy of environmental control regulations;Once again,the government should improve the communication facilities of environmental regulation policies;Finally,the government should optimize the construction of environmental regulation policy feedback mechanism.
