| In September 2015,the Central Committee of the Communist Party of China and the State Council issued the "Guiding Opinions on Deepening the Reform of State Owned Enterprises",officially opening the stage of comprehensive deepening of China’s state-owned enterprise reform.This stage focuses on deepening the supply side structural reform,and deeply promotes strategic restructuring and professional integration.On December 9,2019,the National Pipeline Network Group was officially established in Beijing and acquired assets related to the three major oil companies and their subordinate oil and gas pipelines through a combination of equity and cash,achieving asset restructuring and grid operation of the oil and gas pipelines.Based on the above background,the issue studied in this article is the degree of achievement of the motivation for the restructuring and reform of the national pipeline network group,and case study methods,analytic hierarchy process,and comparative research methods are used to analyze the case.First,introduce the industry background,oil and gas pipeline construction and operation of the National Pipe Network Group,and then analyze the restructuring and reform motivation of the National Pipe Network Group based on industrial organization,synergy theory and economies of scale theory;Secondly,decompose the motivation for restructuring and reform,and use Analytic Hierarchy Process to assign weights to the decomposed motivation for restructuring and reform;Finally,using comparative research methods,a comparative analysis was conducted on the indicators before and after the restructuring and reform of the National Pipeline Network Group to evaluate the degree of achievement of its restructuring and reform motivation.The research conclusion of this article is as follows: The motives for the restructuring and reform of the National Pipeline Network Group are to achieve industry integration,achieve synergies,and improve business performance,among which the motivation to achieve synergies has the greatest weight in the restructuring and reform motives.After calculation and analysis,the industry integration motivation of the National Pipeline Network Group has basically been achieved.The market share of long-distance pipelines and provincial pipeline networks has significantly increased after the restructuring and reform,and the transportation volume of natural gas,refined oil,and crude oil has significantly increased after the restructuring and reform,presenting a preliminary situation of "one network for the whole country";The motivation for achieving synergy effects of the National Pipeline Network Group has been basically realized,and the operational,management,and financial synergies in the synergy effects have been achieved to varying degrees after the restructuring and reform,with the highest degree of achievement of operational synergy motivation.After the restructuring and reform,the operating performance of the National Pipeline Network Group has achieved significant growth,and the profitability and operational capabilities of the enterprise have been improved.After summary and analysis,the motivation for the restructuring and reform of the National Pipeline Network Group has been basically realized,and the crude oil and gas pipelines of the three major oil companies have achieved grid operation.The main pipeline network has been effectively integrated with the provincial pipeline network,and the efficiency of oil and gas pipeline transportation has been greatly improved. |
