Research On The Policy Effect Of The Airport Economic Demonstration Zone On Region Economic Development

By 2020,it has approved 17 airport economic demonstration zones.Theoretically,the establishment of airport economic demonstration zone will promote economic growth and industrial structure optimization by optimizing the spatial structure,accelerating the distribution of elements and resources,deepening the system innovation.However,is the establishment of airport economic demonstration zones as expected to achieve goals? Based on this,this paper studies the effect of approving airport economic demonstration zone from the perspective of the policy implementation effect.Firstly,relied on the theories of airport economics,regional economics and industrial economics,it analyzes the influence of establishing airport economic demonstration zone on regional economic growth,industrial structure optimization and airport construction.First of all,the establishment of airport economic demonstration zone expands the existing economic activity space,brings new opportunities for urban development,and gradually becomes a new power of regional development.Second,establishing airport economic demonstration zones is conducive to the construction of airport industry system from a high level,and develop regional industries.Third,the establishment of airport economic demonstration zone will help to promote the air transport volume with the demand of industrial scale development,and then push the airport to further upgrade.Secondly,the paper uses the city panel data from 2005 to2019 to evaluate the policy effect of establishing airport economic demonstration zones by using the Synthetic Control Method.It takes the formal approval of "airport economic demonstration zone" as an impact event,taking regional economy,industrial structure and airport construction as the result variables respectively.It takes Zhengzhou,Chongqing and Qingdao as treatment groups,which were approved earlier.Through comparing the real treatment group with the synthetic control group,the difference between the real and the synthetic is estimated,which represents the policy effect of establishing airport economic demonstration zone.The robust test is carried out by using the Difference-in-Difference Method.The results show that airport economic demonstration zone have encouraged the economic growth,industrial structure upgrading of Zhengzhou,Chongqing and Qingdao.It also has proved that establishing airport economic demonstration zone would improve Zhengzhou airport,but the expected effect in Chongqing is not significant.In addition,because the Jiaodong Airport of Qingdao is not officially opened,it has not been empirically analyzed.In addition,the effect of establishing of airport economic demonstration zone is different for different regions.As a whole,the policy effect is the most significant for Zhengzhou,and the weakest for Qingdao.Finally,according to the empirical analysis result,it gives some suggestions from three parts: accelerating the construction of airport economic demonstration zones,promoting airport industrial system and enhancing hub airport.
