Research On The Whole Cost Control Of Neighborhood Center Project Under EPC Mode

In recent years,in order to promote common prosperity,beautify the community environment and meet the people’s yearning for a better life,more and more cities in China plan to build "neighborhood centers".By means of literature analysis,field research and character interview,this paper investigates the data of the whole life cycle of neighborhood center project,arranges and analyzes the differences and particularity between neighborhood center project and other types of projects,and summarizes the content of cost management and the characteristics of cost influencing factors in the whole process of neighborhood Center project.Under the EPC general contracting mode,based on the existing cost control theory of the whole process of the project,combined with the characteristics of the neighborhood center project and the perspective of the EPC general contracting enterprise,this paper applies the analytic hierarchy process to analyze the cost influencing factors at each level from the four levels of engineering design,contracting,construction and completion acceptance,constructs an analysis model,and quantifies the internal proportion relationship.Taking Xuancheng M project as an example,The cost influencing factors of some completed bid sections of the main works are analyzed and evaluated,and the weak links of cost control are found,which provides a reliable basis for putting forward the key points of cost control and improving the process and system of cost control from the perspective of whole process cost control.At the same time,taking Xuancheng M project as an example,according to the guidance of the analysis conclusion of cost influencing factors,the value engineering method is used to compare and analyze the design scheme in the design stage,and the earned value method is used to analyze the dynamic cost of project construction in the construction stage,which solves the cost control problem in the design scheme stage and construction process.From the aspect of whole process cost control,it also puts forward optimization suggestions for subsequent cost control for Xuancheng M project.This paper can supplement the domestic research on the cost control of neighborhood center projects under EPC mode.The analysis of cost influencing factors and the scientific application of management methods can be used as a reference for the cost control of neighborhood center projects under EPC mode in the future.
