With the rapid development of China’s economy and society,the demand for public infrastructure grows rapidly.In countries under the background of "traffic power construction" strategy,in the southwest mountainous area highway as a national operation is an important part of the highway network has developed rapidly,but as affected by factors such as high complex geology,terrain conditions in the mountainous area highway road network system,the technical level and maintenance under the condition of limited funding,how to effectively control the maintenance cost of mountain expressway network system while providing high quality expressway transportation management service has become an urgent problem to be solved in the operation and management of mountain expressway network in southwest China.In this paper,the expressway network in Chongqing with typical characteristics of mountainous areas in southwest China is selected as the research background,combined with my own practical work experience and experience,to study and explore the common problems and corresponding control measures of highway maintenance cost control in mountainous areas in southwest China,which has certain economic and social significance.This paper analyzes the domestic and foreign literature related to the topic research,expounds the main concepts and basic theories of highway maintenance cost control;Based on the southwest mountainous area highway maintenance costs constitute the basic framework and characteristics of classification,in chongqing area as the research background,analysis,the paper study is induced and summarized in the southwest mountainous area highway maintenance cost present situation,distribution characteristics,clear in the southwest mountainous area highway construction daily and special maintenance costs for the need to control the cost of two key subjects;This paper uses literature research method,questionnaire method and Delphi survey and statistics method to identify and correct the factors affecting the maintenance cost of highway in mountainous areas of southwest China.It is pointed out that eight factors,such as precipitation,slope,maintenance plan,maintenance standard,open life,traffic flow,vehicle-weight ratio and bridge-tunnel ratio,are the key factors affecting the maintenance cost of mountainous expressways in southwest China,and based on qualitative and quantitative analysis of these factors.Furthermore,the multiple regression model of the key influencing factors on the maintenance cost of the mountainous expressway in southwest China is determined,and the order of the importance degree of the influence is determined,and the influence mechanism of the important influencing factors on the maintenance cost of the mountainous expressway in southwest China is preliminarily described.On this basis,the paper selects Chongqing A section of mountain highway maintenance section as the research background case,carries on the verification research analysis to the foregoing research conclusions,and puts forward the control analysis opinions of tunnel,road surface,roadbed maintenance and other key undergraduate purposes.Finally,based on the case study of Chongqing region,the cost control of highway maintenance in mountainous areas of southwest China with common features of heavy hills and mountains is analyzed.Six countermeasures with general guiding significance and applicability are put forward from micro and macro levels: standardizing the classification of civil construction special maintenance costs,large-scale daily maintenance projects,improving the level of bridge and tunnel maintenance with intelligence,strengthening the supervision of the use of maintenance funds,refining the maintenance management standards and perfecting the scientific decision-making system.
