Due to the impact of Covid-19,the global economic situation is very complicated in2020.With the epidemic progresses on a regular basis,Chinese government has taken a lot of effective prevention and control measures,which helps Chinese people to get resumption of work and production,as well as the positive growth trend of China’s economy.As one important part of the national economy,the airport transportation industry had developed rapidly in the last decade.With the initial formation of airport network and the increasingly prominent strategic role,the risk environment of airports is becoming more and more complicated and diversified.For the airport transportation enterprises,how to use the thought of risk management to achieve strategic objectives and performance improvement has already been a difficult problem.The framework of COSO-ERM(2017)provides a theoretical basis for Chinese enterprises to build a scientific internal control system in the new environment,which not only enriched the theory of internal control and risk management,but also promotes Chinese enterprises’ internal control construction to be in line with international standards.As the first regional airport in North China whose throughput has exceeded one million,Airport B has had a slow growth of passenger throughput and cargo throughput in recent years.The poor performance assessment,poor management,inadequate system implementation and partial failure of internal control have been in Airport B for a long time.The COSO-ERM(2017)framework provides a good way to solve these problems,which can not only enhance the application of internal control system in actual enterprises by the risk management ideas,but also expand the risk management research theory.It has good theoretical and practical significance.Based on the research of internal control,enterprises risk management,COSO-ERM(2017)framework,Chinese internal control basic norms and its supporting guidelines for enterprises,the thesis firstly describes the internal control status of Airport B.Secondly it uses the AHP-Fuzzy comprehensive evaluation method to evaluate the system and implementation effect of Airport B’s internal control from the perspective of five internal control elements,then it summarizes and analyzes the existing problems of Airport B’s internal control according to the evaluation results.Finally,base on the original internal control system of Airport B,it uses the 20 principles of 5 elements of COSO-ERM(2017)framework to optimize and restructure the internal control system of Airport B.The thesis puts forward a series of internal control improvement measures based on an internal circulation system which contains the basic governance system,the core control system,the supervision and optimization system.And it also improves accountability mechanism and performance incentive to ensure the realization of internal control promotion system.Airport B uses these to improve the anti-risk ability and operational efficiency,so that it can enhance the core competitiveness and cohesion of employees,and service for local economy and be a good leader in regional airport management.Because of the common characteristics of enterprises,the thesis hopes that it can provide some internal control reference for other regional airports,which can help them improve the internal control construction and pursue for the sustainable and healthy development.
