With the development of social economy,Infrastructure sector in China is undergoing rapid changes,especially in the field of expressways,the expressway network has been basically formed across the east,west,north and south.As an important part of China’s transportation system,expressway is the communication link between passengers and freights across different regions.It has become an important symbol of a country’s economic level and comprehensive national strength.At the same time,we must focus on the problems revealed by the fast development of expressways.With the formation of the Beijing-Tianjin-Hebei integration,the Hong Kong-Macao-Guangdong Greater Bay Area and the Yangtze River Delta,the demand for intercity transportation has grown rapidly,and the actual traffic level of many expressways has exceeded the design capacity.In the central and western regions,many expressways are far below design levels or even can not cover the charge,which makes it difficult to maintain operations.In many areas,the toll pricing of expressway don’t match the actual situation of the region,and the toll pricing standard can hardly be changed once it is determined,the franchise period is also inflexible.In addition,due to the inaccuracy of traffic forecast,it becomes more difficult to determine the toll pricing standard.So it is of profound theoretical and practical significance to formulate corresponding pricing strategies,which can not only balance the interest of each participant,but also achieve the sustainable development of expressway project.This paper focuses on the study of commercial expressway toll pricing,which based on the theory of engineering economics,with the Net Present Value(NPV)as the indicator of project decision-making.On the basis of thorough analysis of cash inflows and cash outflows that affect the project,we build a system dynamics model to analyze the extent of the influence factors on the Net Present Value,and then put forward pricing adjustment measures.The paper is divided into six chapters.The first chapter analyzes the industry background and research significance of China’s expressway;The second chapter defines the relevant concepts and theoretical basis;The third chapter analyzes toll pricing situation and pricing method of commercial expressway;Chapter four and five are the core of this article,we identify,analyze and extract the factors that affect the charge pricing based on the literature study and Delphi method,then complete the model construction by using system dynamics,after that,we accomplish simulation and sensitivity analysis of the model combined with the empirical case,;Finally,the sixth chapter summarizes the research work of this paper.
