With the in-depth advancement of China’s new urbanization strategy with people as the core,and the gradual acceleration of the construction of modern metropolitan areas,the demand and importance of deepening the supply-side structural reform of transportation have become increasingly prominent.As the construction focus of China’s multi-level integrated transportation terminal system,the multimodal passenger transportation terminal is an important factor in improving the national transportation infrastructure network,promoting the integrated development of regions and urban and rural areas,improving the level of transportation services,stimulating new kinetic energy in transportation,and strengthening the comprehensive management of urban transportation.It plays an important role in the historical task of deepening the supplyside structural reform of transportation and building the transportation with people’s satisfaction.In the comprehensive development of passenger transportation terminal areas,TOD(Transit-Oriented Development)mode has been widely adopted by foreign cities and created many classic cases due to its characteristics of public transportation orientation,green intensive development and harmonious living environment.In recent years,the TOD concept has also been gradually integrated into China’s toplevel designs such as "National Comprehensive Three-dimensional Transportation Network Planning Outline(2021-2050)".However,due to short development time,weak theoretical foundation,lack of technical standards and imperfect coordination mechanisms,the effect of actual development in practice is not good.Therefore,it is of great significance to study how to effectively implement TOD mode in the regional comprehensive development of China’s multimodal passenger transportation terminal,so as to provide theoretical basis and development direction for government departments and development subjects.In view of this,this paper makes an in-depth study on the TOD development mode and its effect evaluation method in the multimodal passenger transportation terminal area.The main contents are as follows:Firstly,based on the related research of domestic and abroad,sort out the origin,development,classification and characteristics of TOD mode,clarify the functional position of China’s multimodal passenger transportation terminal and the development mode of Station-City integration.Through the strategic analysis(SWOT)model,clarify the various strategic situations faced by TOD mode in the regional development of China’s multimodal passenger transportation terminal.Secondly,according to the radiation effect of the multimodal passenger transportation terminal in the regional development and the circle expansion characteristics of the terminal area,the multimodal passenger transportation terminal area is spatially divided into three circles from inside to outside.The leading functions of the three circles are traffic function,urban function and linkage development function respectively.Based on the leading functions and planning points of each circle,11 representative indicators are selected from the four aspects of transportation function,urban function,terminal economy and linkage development,and an evaluation index system for regional integrated development of multimodal passenger transportation terminal composed of target layer,criterion layer and index layer is established.The weight of evaluation indexes at each level is determined by Fuzzy Analytic Hierarchy Process,and the quantitative comprehensive evaluation is carried out by Fuzzy Comprehensive Evaluation method.Comprehensively consider the leading functions of the three circles,establish a regional land use and transportation integrated development model of multimodal passenger transportation terminal,which takes the plot ratio of various types of land as the decision variable.The model consists of three goals:maximizing traffic efficiency,leading coordinated urban development;strengthening urban functions,building TOD livable communities;boosting terminal economy,promoting regional sustainable development.Finally,taking Beijing Fengtai Station as an example to conduct an empirical study,the area of Fengtai Station is divided into circles,comprehensively evaluated,and optimized for integrated development of land use and transportation.The research results show that there is much room for improvement in the level of urban functions in the Fengtai Station area,and the unreasonable land use status is the main influencing factor.In the future,it is necessary to seize the opportunity period of demolition and reconstruction of Fengtai Station Street area,and focus on strengthening the supporting construction of commercial facilities and public service facilities.
