Construction project duty crime is very destructive,involving many links,resulting in huge loss of money,governance work has a long way to go.Although a series of policy measures have been adopted in China,job-related crimes in the field of construction are still repeated,and it is urgent to seek positive and effective prevention and control strategies.Based on 317 cases published by the Supreme People ’s Court in China Judgment Document Network,this study explores the characteristics and blocking strategies of duty crime in government investment construction projects by using text mining technology.The details are as follows:(1)Extract feature data of duty crime from data based on regular expression.Python tool is used to extract the main elements,case elements information and establish the information element library of duty crime.Analysis of 317 cases found that job-related crimes occurred in all aspects of construction projects,project bidding,project settlement and project implementation are the most prone;the frequently-occurring locations are home and office;most of them use cash,transfer and bank card to exchange benefits.In addition,the subject of crime tends to be younger;the general manager of the contractor is in an important position that cannot be ignored.(2)The multi-network of duty crime is constructed by 317 cases,and the overall and local characteristics of the network are analyzed.It is found that the multiple network density is high,2-3 elements can be connected to a crime chain,blocking difficulty.The local characteristic indicators show that the main elements occupy an important position,and the network density of criminal subjects is small and easy to destroy.It is necessary to analyze it from the perspective of main elements.(3)From the perspective of internal recovery and external addition,the multi-network blocking simulation model of government investment and construction project duty crime is constructed,and the important nodes and connections are excavated.Internal recovery perspective:match the main position-rights,obtain the alternative sequence of nodes,and simulate network changes with five blocking strategies and three recovery methods;external addition perspective:Based on the centrality index and network core-edge feature analysis,the general manager of the contractor,the general manager of the owner and the head of the construction department are selected as the research nodes,and the comprehensive index and the network elastic triangle model index are used to quantify the blocking loss of the network.The simulation shows that in 317 cases,the loss caused by the blocking of important nodes in the core area of the network is large and difficult to recover,which can be focused on prevention and control.The node network which belongs to the weak position of the network center has large elasticity,and it needs to spend more energy in actual prevention and control.The blocking of partial centrality index increases the elasticity of core nodes,which is not conducive to crime prevention and control.The blocking of partial association rules and partial influence index can reduce the network recovery ability and increase the network blocking loss,which is an important chain.Based on the conclusion of network blocking simulation,from the perspective of interpersonal network blocking,this paper puts forward some suggestions for the prevention and control of duty crime in construction projects.This study is the analysis of the network characteristics of construction project duty crime and the exploration of digital intelligence governance method from the dynamic perspective,which provides theoretical and methodological reference for the prevention and control of construction project duty crime.
