Research On Emergency Management Of High-speed Railway Emergencies

The emergence of high-speed railway has changed the travel mode of Chinese and the pattern of China’s economic geography,in recent years,with the rapid development of global high-speed railway technology and the continuous increase of high-speed railway lines,high-speed railway operation is affected by multiple uncertainties such as complex system composition,high operating intensity,unstable equipment performance,external environmental risk factors and man-made,and various types of emergencies occur frequently,especially with the advent of the new media era,the public and society pay more and more attention to high-speed railway emergencies.For example,the rear-end accident of the 723 Yongwen Line EMU train in 2011,the off-line of the Guiguang high-speed railway train in2020,and the large-scale delay of the high-speed railway at Beijing West Railway Station during the May Day period in 2021 not only pose a great threat to the safety of passengers,but also cause public dissatisfaction,affect the credibility of the railway department in China,and restrict the progress and development of high-speed railway.If we do not attach great importance to this problem and take excellent measures to solve it,the future will be uncertain about the development of China’s high-speed railway industry.Therefore,it is necessary to study and analyze the emergency management of high-speed railway emergencies,so as to improve the ability of railway related departments to respond to high-speed railway emergencies.In order to better respond to high-speed railway emergencies,this paper takes high-speed railway emergencies as the research object,combines the current situation of emergency management of high-speed railway emergencies at home and abroad and the characteristics of high-speed railways,analyzes the current situation of emergency management of high-speed railway emergencies around the "one case and three systems",selects three typical high-speed railway emergencies in recent years as an example,and bases themselves on the relevant theoretical basis of public management and the ideas of crisis management.Analyze the problems encountered by high-speed railways in the process of dealing with emergencies and their causes,and finally put forward feasible optimization ideas for high-speed railway emergencies.The purpose of this paper is to provide a systematic research reference for the railway department to better respond to high-speed railway emergencies,and to help the railway-related departments to make rapid decisions and respond positively when encountering high-speed railway emergencies,so as to minimize the negative impact of the incident.
