Research On The Role Of Local Government In The Process Of Industrial Upgrading

The 20th National Congress of the Communist Party of China established the strategy of high-quality development,and promoting high-quality economic development has become a fundamental requirement for governments at all levels to determine the direction of development,formulate policies and implement macro-control in the future.Industrial upgrading is an important way to promote the sustainable and healthy development of the economy and society.It is of great significance to accelerate the transformation of the economic development pattern and an important means to enhance the international competitiveness of enterprises and industries.Although the upgrading and development of industry cannot be separated from the regulation of the market,the active role of the government is equally important.It is of great theoretical and practical significance to study the role of local government in the process of industrial upgrading.China’s total energy reserves are insufficient,but the rapid economic and social development of energy demand continues to increase.With the aggravation of environmental problems,the status of traditional energy is in danger,and the advantages of new energy are becoming more and more obvious.In recent years,the scale of solar energy development and utilization has been expanding.Solar energy utilization has become an important field in the global energy transition and an important breakthrough for China to achieve a low-carbon economy,is an effective way to solve the energy crisis and environmental pollution.D city government has played a leading role in many aspects of the upgrading of the solar energy industry,but in the process,it faces many problems,such as serious vicious competition,serious homogenization and overcapacity.Under this background,the solar energy industry in City D must take the path of upgrading development,cultivate and develop new forms of business,increase scientific and technological innovation and R&D,and shape new advantages of development.Based on market failure theory and government function theory,this paper comprehensively uses case study and semi-structured interview methods.Local government’s participation in industrial upgrading can not only guide industrial upgrading development planning and maintain market order,but also provide corresponding guarantee for industrial upgrading.Firstly,the motivation of local government’s involvement in the upgrading and development of the solar energy industry is studied.Based on the three stages of the upgrading and development of the solar energy industry in D City,the main methods adopted by D City government in the upgrading and development of the solar energy industry are discussed,and the problems and causes such as unreasonable industrial planning,insufficient financial support and inadequate supervision of enterprises are pointed out when the local government plays its role.Finally,according to the previous theoretical research and existing problems,determined the countermeasures to improve the role of the government in industrial upgrading,put forward the overall planning and guidance of industrial development,technology innovation to guide,create a soft environment for industrial upgrading,improve the efficiency of government service and increase the strength of assessment and supervision and other suggestions.This paper aims to study the role of the government in the industrial upgrading of D City,analyze the problems and causes of the government in the process of promoting industrial upgrading,and propose solutions,so as to provide certain reference value for the government to play a better role in the process of industrial upgrading.
