At present, private car travel has brought serious traffic congestion problems. The development of public transportation is one of the effective means to reduce private car travel to deal with congestion. After years of development,China’s public transportation system has become increasingly mature, and conventional urban bus routes are laid out intensively to meet most of people’s travel needs. However, there are also some shortcomings of conventional public transport, because the conventional bus stops and routes are fixed and the distribution of passenger flow is not fixed, often resulting in bus service some of the stops without passengers at a certain time, this situation will make the bus operation efficiency and service efficiency is reduced.Variable route bus,as a new mode of public transportation, can firstly provide services for passengers who are not convenient to take conventional buses, and secondly, the mode of planning bus routes based on passenger travel demand can also effectively avoid the situation of no passengers at stops, which reduces the efficiency of bus operation. This mode of bus operation based on the distribution of passenger travel planning stations and routes,to ensure that each station of the bus service has a sufficient number of passengers, can greatly reduce the ineffective or inefficient bus driving, while the high efficiency of the bus service is also an important factor to promote passengers to choose this mode of operation.Too many stops can lead to dense stops and more bus stops, resulting in longer rides, while too few stops can lead to fewer passengers being served and an increased probability of being rejected after making a reservation, both of which can reduce passenger acceptance of variable-route buses. Therefore, this paper presents a study of the variable route bus operation scheme.Firstly,a hybrid clustering algorithm is designed for bus stop location planning, and different bus stops to be selected are found by clustering algorithm based on passenger travel demand at different time periods.Secondly,a station priority factor is introduced to select the priority ranking of the planned stations to be selected. Then,a route planning model is designed for the route planning of variable-route bus operation based on the selection of stops to be selected for variable-route buses, and the model considers two objective functions: the maximum number of passengers to be served and the minimum total cost.A hybrid algorithm for solving the model is constructed by combining the Pareto genetic algorithm and the improved gray correlation analysis method. Finally, the Tian Yuan area of Zhuzhou City,Hunan Province is used as an example to verify the validity of the model and algorithm, and to compare the results of the two solutions of whether to consider the station priority factor in route planning. The results of the study show that the operation path scheme with the consideration of stop priority factor has a small reduction of 11.92% of the average cost compared with the initial scheme, and subsequently the number of passengers served has increased by 2.70%.Therefore,in practice, considering stop priority can both reduce the cost slightly and make more passengers served, and can effectively avoid the blindness and inaccuracy of the bus operation path.It can be seen that the site selection method, path planning model and hybrid algorithm are reasonable, and provide theoretical support and practical ideas for variable route bus site selection and path planning problems, which can better accomplish the task of improving the operational effectiveness and service efficiency of variable route bus.
