The Singapore Neighborhood Center Model has been popularized and applied in the planning and construction of Suzhou Industrial Park as a model.However,there is no relevant evaluation research on its application effect and adaptability in my country.After more than 20 years of development,this paper attempts to establish a performance evaluation system for this construction model,conduct a comprehensive evaluation of it,and provide a certain theoretical basis for the use of this model in subsequent urban construction.First,through the collection and arrangement of literature,the article sorts out the theoretical research on "neighborhood" and the development overview of 15 neighborhood centers in Suzhou Industrial Park,as the theoretical basis for the selection of neighborhood center performance evaluation indicators.Secondly,the paper adopts the analytic hierarchy process to construct the performance evaluation system of the neighborhood center according to the target layer-criteria layerstandard layer-index layer.The target layer is the performance evaluation of the Suzhou Industrial Park Neighborhood Center;the criterion layer includes social performance and service performance;the standard layer includes six items of service scale,configuration level,service content,community participation,neighborhood perception,and resident satisfaction;the indicator layer includes per capita usable area,function allocation ratio,coverage,accessibility,functional intensity,community-based commercial services,marketbased commercial services,public services,neighborhood exchanges,residents’ participation,facility use,sense of belonging,identity,security,and neighborhood center space There are 16 indicators of quality satisfaction and user satisfaction.The expert scoring method was used to collect the expert scoring questionnaires for each index pairwise comparison,and the weights of each index were obtained through calculation.Thirdly,through the performance evaluation of the neighborhood center,the article analyzes the existing problems of the neighborhood center.Various scores of neighborhood centers are collected through data collection,software calculation,questionnaire survey,etc.,and the performance evaluation of each neighborhood center is calculated and analyzed according to the weights of various indicators.The overall performance of the 15 neighborhood centers in the park is good and has a certain promotion value;a specific analysis of each neighborhood center is carried out,and four problems existing in the current neighborhood center are summarized: first,the spatial distribution is unbalanced;second,the neighborhood center is accessible The third is the low degree of function intensification;the fourth is the unreasonable proportion of function configuration and the lack of configuration content.Finally,the article summarizes three factors that affect the performance of neighborhood centers,namely improper planning layout,unfavorable development management,and mismatch between supply and demand.It also puts forward three principles for the allocation of neighborhood centers under performance orientation: the principle of matching supply and demand,the principle of public average,and the principle of promoting exchanges.From three aspects,the strategy of improving the performance of neighborhood centers is proposed: First,optimize the spatial layout and increase the walking density;The second is to match the supply and demand of business formats and strengthen service management;The third is to improve the quality of space and strengthen the orientation of exchanges.
