Research On Risk Assessment And Countermeasures Of County-level Urban Investment Company Construction Project

In July 2004,the decision of the State Council on investment system reform made it clear that strengthening the management of government invested projects is to improve the implementation mode of engineering construction projects.We will accelerate the implementation of the "agent construction system" for non operating government investment projects.Since then,the agent construction of government investment projects came into being.Urban investment company is the abbreviation of urban construction investment company.It originated in 1991 and undertakes corresponding government functions.It is a special market operator.In the past 20 years of development,it has made outstanding contributions to promoting territorial economic development,urbanization and improving the level of public infrastructure.This paper mainly adopts the literature method to analyze and study the current situation of project management at home and abroad,the basic theoretical system,the county-level government investment project management and the agent construction mode in Hebei Province,combined with the nearly 30-year development process of urban investment company,such as germination,exploration,development,expansion and adjustment,and urban investment company is an independent legal person It also discusses the feasibility and necessity of the urban investment company to carry out the agent construction of government investment projects.The project construction is divided into stages through the whole life cycle of project management,and the risk identification methods such as Delphi method,flow chart method and work breakdown method are selected to effectively identify the possible risks in various management stages and work links such as decision-making,preparation,construction,acceptance and handover during the agency construction of government invested projects by the urban investment company in combination with the opinions of experts and scholars,Build a project agent risk management and control system.By comparing the risk evaluation methods such as subjective scoring method,decision tree method,analytic hierarchy process and fuzzy comprehensive evaluation method,it is determined to use analytic hierarchy process and comprehensive fuzzy evaluation method to comprehensively evaluate the risk management of agent construction in urban investment company.Through the construction of hierarchical organization model,the risk evaluation model of agent construction project of urban investment company with 1 goal,4 criteria,15 sub criteria and 66 risk factors is obtained.Combined with examples,the basic data of risk evaluation of agent construction project of urban investment company are obtained by means of questionnaire and risk evaluation,and the weight of risk factors at all levels is calculated by using analytic hierarchy process auxiliary software.At the same time,the fuzzy comprehensive evaluation method is used to identify medium and high risk factors in the process of agent construction management and formulate corresponding risk response strategies,so as to reduce the occurrence of risk events,It also provides reference for county-level urban investment companies to carry out other projects.
