As an important part of Chengdu-Chongqing twin City economic circle in the 14 th Five-Year Plan,Chengdu is in the stage of rapid development and expansion of urbanization and urban construction,with a permanent population of more than 20 million and a gross regional product of 1,771.67 billion yuan.The planned course of metro is over 500 kilometers,and 16 TOD stations are planned and constructed.It is the key for the current government to do a good job in urban governance and build smart cities.Therefore,in the context of smart city construction,taking the TOD model as the entry point,Chengdu City governance as an example,analyzes the problems according to the current situation,and tries to put forward solutions,which is conducive to promoting the government to play a better role of dregging and connecting in the TOD model.Firstly,the relevant concepts of smart city and TOD mode are clarified to find out the role of TOD mode on urban governance in top-level design,energy conservation and environmental protection,sustainable development,smart community and other aspects.First,there is a gap between the actual construction of TOD mode and the initial urban planning;Second,the TOD site is lack of sophisticated operation personnel;Third,fiscal budget funds are tight;Fourth,there are data information island,the mass participation is not high problem.The reasons are mainly reflected in the linkage of government departments,personnel training,participation of social capital,publicity and so on.By referring to the development cases of outstanding cities at home and abroad,and combining the enlightenment with the development status of Chengdu,the following countermeasures are obtained: Government planning and construction departments need to jointly determine the development orientation of TOD mode,at the same time,adhere to the people-oriented while establishing long-term talent training mechanism,at the same time,use public-private partnership and other modes to fully mobilize social capital participation,and finally,more policy guidance and publicity of green travel mode.The above measures can better play a positive role in the construction of TOD mode,and make the smart city construction of Chengdu more efficient,green,low-carbon and sustainable development.
