In 1943,Canada became one of the participants in the "Manhattan Project" of the United States to develop atomic bombs, which became the beginning of the Canadian government’s development of atomic energy.Different from the choice of the United States and Britain,Canada decided to give up the research and development of nuclear weapons and stick to the road of peaceful development of atomic energy after weighing.Canada’s choice plays an important role in the development of atomic energy, and even has a certain influence in the development of international atomic energy. From 1943 to 1952,Canada established a relatively complete nuclear industry system, improved its international status by developing civil nuclear energy, and became a good demonstration of peaceful use and development of atomic energy in all countries in the world.Choosing Canada’s atomic energy development as the research object at this stage will help to investigate Canada’s role in the nuclear energy era,and deepen our understanding of the deep influence behind Canada’s atomic energy development by exploring Canada’s decision-making process and motivation.During the Second World War,Canada participated in the Manhattan Project of the United States. In fact,Canada was a follower of the United States and Britain, mainly supplying the United States with uranium ore for the development of atomic bombs, and to demonstrate the sincerity of cooperation, the establishment of the Montreal Laboratory to receive the United Kingdom’s atomic energy research team.At the moment,Canada is more of a supplier of nuclear materials and a minor partner, and it is insignificant in the triangular relationship between the United States,Britain and Canada. After the end of World War II,the main motive of nuclear cooperation between Britain, the United States and Canada no longer exists, because the United States’ attempt to maintain nuclear monopoly led to many differences among the three countries.Mindful of its relations with the United States and mindful of its economic and political power, the Government of Canada publicly renounced the development of nuclear weapons in June 1946 in favour of the peaceful uses and development of atomic energy,it also actively supports international controls on atomic energy in order to guard against the risks posed by nuclear weapons.Initially, the Canadian government made full use of the advantages of its own uranium ore resources to export nuclear raw materials. After the progress of nuclear reactor technology,it began to focus on the development of civil nuclear energy industry. In particular,in1952 the Atomic Energy of Canada Limited was established,Canada began the development of nuclear power program.Although Canada did not completely escape the control of the United States and Britain over nuclear materials during this period, the uranium ore produced by the Eldorado still had to be distributed by the Combined Development Trust,Canada’s autonomy was constantly enhanced. And the technologies of its National Research X-perimental and National Research Universal technologies have laid the foundation Canadian export reactors. In addition,Canada followed the United States lead in the international control of Atomic Energy and strongly supported the United Nations Atomic Energy Commission initiated by the United States. However, the international control of atomic energy finally came to a standstill amid the growing conflict between the United States and the Soviet Union. However, this has not prevented Canada from adhering to the peaceful use of atomic energy, active in the International Atomic Energy Arena as a middle power, actively expanding the nuclear industry market and disseminating science and technology related to the peaceful development of atomic energy.Canada’s path of peaceful development of atomic energy has been followed by other countries and has made a positive contribution to the world’s peaceful development of atomic energy.
