| With the regulation of national macroeconomic policies,my country’s urbanization construction has entered a new historical stage.The new industrial city project under the PPP model introduces industrial construction into urban development,thereby achieving the effect of "industry-city integration and coordinated development",which greatly improves the level of ur banization construction.As a new form of urbanization construction in my country at this stage,it is booming development stage.Compared with traditional real estate projects,industrial new city projects have the obvious characteristics of large develop ment investment,long project cycle,and slow return of funds,making the cost control of industrial new city projects more cumbersome and complicated than typical real estate projects.However,at this stage,domestic and foreign studies on the cost contr ol of industrial new city project construction are scarce,and relevant cost control cases are relatively lacking.Based on the industrial new city service center project under the PPP model,this paper launches a study on the cost control plan during the construction period from the perspective of the construction party.The main research contents are as follows:This article first conducts a detailed summary and analysis of domestic and foreign research on project cost control,establishes the main conten t,research methods and technical routes of this research,and combines the basic connotation of the industrial new city project under the PPP model and the characteristics of project cost control on this basis.,Explained the basic theory and control met hods of cost control during the construction period,and started with the construction participants of the new industrial city project,obtained the stakeholders of cost control during the construction period of the new industrial city project and the key points of management and control,and established the construction of the new industrial city project.During the period,the construction party’s cost control organization structure.At the same time,according to the characteristics of the construction c ycle of the new industrial city project,the cost control work during the construction period is divided into four stages: project approval,design,construction,and completion settlement.After analyzing the key factors of cost control at each stage of t he project construction period,a more appropriate cost control method was proposed for each stage,so as to establish a cost control plan for industrial new city projects under the PPP model.This paper introduces cost control methods such as WBS method,value engineering method,and earned value method into the construction cost control plan of the H company’s new industrial city service center project to achieve a better cost control effect and ensure the controllability of project construction costs.It also proposes corresponding improvement measures and management and control suggestions for the cost control of the project,which can provide a reference for the cost control of similar projects and provide a reference for the cost control research of such projects during the construction period.In the project establishment stage,through detailed preliminary investigation and project experience reference work,the target cost calculation is completed,and the WBS method is used to decompose it level by level to establish the pre-cost control index of the project.In the design stage,based on the established management and control indicators,a specific plan design is carried out,and the value engineering method is used to continuously optimize the selected plan,obtain the best plan,maximize the cost utilization efficiency,and strictly control the design exceeding the standard.In the implementation phase,cost control should be oriented toward target costs.On the one hand,it should focus on the management of changes during the construction process.On the other hand,it should use the earned value method to improve the management of the progress payment during the construction period of the project to reduce the amount of advance or excess.The risk of payment,to realize the dual control of cost increase control and the rational application of project funds.At the completion and settlement stage,the cost control department needs to strengthen the related management and control of internal settlement(the settlement between the construction party and the construction party)and external settlement(the settlement between the construction party and the government department),and strictly prevent the risk of external settlement inversion(the construction party’s external settlement amount is less than Internal settlement amount)to ensure the controllability of project costs. |
