Construction Of Livability Evaluation Model For Old Communities In Beijing

As China enters a new stage of development,urban development has also entered a new stage of renovation and development with more emphasis on people-centered and quality improvement.The livable renovation of old communities is not only a key link in the implementation of urban renewal action,but also an important practical position to improve people’s well-being and promote the renovation of urban planning to fine governance.The livability evaluation model of old communities is an important tool to optimize the renovation practice.The livability evaluation before and after the renovation consolidates the systematic understanding of the current situation and realizes the quantitative test of the renovation performance.The comparative study of the pre and post evaluation results is helpful to summarize the successful experience and identify excellent cases,form a closed-loop feedback for the renovation practice,and guide the better development of the future practice.At present,there is no unified evaluation standard for the livability of old communities.This paper tentatively constructs an evaluation model for the livability of old communities in Beijing,in order to make a reasonable evaluation of the livability of old communities to promote the construction of livability,and provide reference for other cities to establish livability evaluation models.Firstly,on the basis of clarifying the key concepts of "old community" and "livable community",this paper analyzes the current situation of domestic and foreign research on the theory and livability evaluation of livable city and livable community,and points out that there are some problems in the current livability evaluation of old community,such as the selection of evaluation indicators is single,the coverage of evaluation stage is not comprehensive,and the evaluation content focuses on material space rather than social governance,Thus,the direction of constructing the livability evaluation model of old communities is clarified.Then,it reviews the formation process,current situation,characteristics and problems of old communities in Beijing,combs the practical process of livability renovation and current difficulties,and constructs an evaluation model suitable for old communities in Beijing under the guidance of problems and difficulties.Then,on the basis of defining the evaluation object,evaluation content and evaluation subject,the evaluation indicators are selected through scientific research methods such as literature reading,questionnaire survey and government data research,and an evaluation system including 6 main criteria level indicators of building ontology,built environment,municipal facilities,public services,property management and community governance,28 sub criteria level indicators and 89 evaluation element level indicators is constructed,Using analytic hierarchy process and expert scoring method to determine the weight of indicators at all levels,quantify the indicators through questionnaire and interview,and complete the construction of evaluation model.Taking Shaoyaoju Beili in the list of the first batch of old communities in Beijing as an example,this paper carried out three livability evaluations respectively for the current situation before the renovation,the renovation and governance improvement of block 4 and the local comprehensive renovation of block 1 and 2,and verified the operability and practicability of the evaluation model.According to the comparative analysis of the evaluation results,from the perspective of livability construction of old communities in Beijing,this paper puts forward three suggestions: strengthening the dominant position of residents,promoting the construction of long-term governance mechanism,carrying out livability evaluation to ensure the smooth communication channels between the upper and lower levels,and forming a closed-loop feedback mechanism to ensure the benign development of livability construction;From the perspective of evaluation model optimization,this paper puts forward two suggestions:promoting the continuous optimization of index content by practical application and strengthening cooperation to promote the standardization of evaluation process.
