The complexity of construction project,such as large volume,long construction period,wide scope,strong personnel mobility,and the link of construction,determines the importance of strengthening project management.Project management includes human resource management,material management and Capital Management.Human Resource is the main body of project management and the important fulcrum of construction project management.Strengthen the research of human resource management,adjust the organization structure of engineering project,enhance the management effect of each link in the process of engineering construction by strengthening human factor control,and then improve the efficiency of cost control,it is an important content to guarantee the construction progress and quality of engineering projects.In this thesis,the problems of Human Resource Allocation in W Water Complex project are analyzed and the optimized countermeasures and guarantee measures are put forward.First of all,combined with the theoretical results of human resources allocation at home and abroad,summed up the project management,human resources allocation-related theory,W Water Complex project as the research object,carry On the questionnaire investigation and interview to the project management personnel,investigate the project management personnel and the grass-roots staff to W Water Complex project management human resources disposition present situation,then it summarizes the problems existing in the human resources allocation of W Water Complex project,and puts forward the countermeasures and guarantee measures to optimize the allocation.According to the results of questionnaire and interview,there are some problems in the project,such as the mismatch between the qualification and the post requirement,the unreasonable post arrangement,the shortage of key technical talents,and the unclear job responsibilities of the project members The main causes of these problems are the backward idea of project human resource management,the imperfect matching mechanism of personnel and post,the single channel of key talents introduction,and the imperfect dynamic human resource allocation mechanism.According to the actual situation of the project,the goal,principle and process of the optimization scheme of human resource allocation are determined It has formulated the implementation plans of optimizing the allocation of human resources,such as optimizing the functions,optimizing the post establishment,optimizing the incentive mechanism,and optimizing the assessment system,bring in outside talents,make clear the job responsibility of project members,and put forward measures to optimize human resource allocation,finally,from the ideological security,system security,environmental security,resource security,several aspects of the above program security measures.Based on the present situation of human resource allocation of W Water Complex project,the thesis puts forward some suggestions on the allocation and optimization of human resource,which are mainly to establish a perfect human resource management system,continuous improvement of hydraulic engineering human resource allocation weaknesses,for similar projects to provide a reference and optimization of human resources allocation and reference.
