| Linhai Reservoir in Mudanjiang City,Heilongjiang Province belongs to a major water conservancy project franchise project.It is helpful to improve the decision-making quality of this project,enhance economic benefits,reduce the financial burden of the government and realize the diversification of investment portfolio by conducting risk management research in the whole stage of the project from the perspective of social capital.Therefore,this paper relies on the project of "Study on Seepage Safety of Embankment Project in Eight Branches of Heilongjiang Main Stream",based on the data of "Feasibility Study Report of Linhai Reservoir Project in Mudanjiang City,Heilongjiang Province",and studies the whole process risk management of Linhai Reservoir Project from the perspective of social capital.This paper improves the basic risk management process and constructs a risk management process based on funnel model.In this process,the principal component analysis method is determined as the numerical analysis method,and the risk assessment model is constructed with the analytic hierarchy process and the maximum membership principle as the main framework.Finally,through case analysis to explore whether the improved risk management process is reasonable,and with the results of case analysis,combined with the actual situation of the project to build a risk sharing framework,and put forward specific risk response measures.The conclusions of this paper are as follows:The conclusions of this paper are as follows:(1)The results of the funnel model-based risk management process in the case analysis of the Linhai Reservoir project are similar to the actual results,which is recognized by the project company.(2)Social capital may face 22 risk factors in the franchise project of Linhai Reservoir.Considering the correlation between various risk indicators,8 risk indicators need to be paid attention to after data dimensionality reduction processing;(3)After considering the weight of experts,the overall risk value of the project is calculated as R=10.05.According to the principle of maximum membership,the risk level of Linhai Reservoir project from the perspective of social capital is set as low risk.This study fully combines the specific situation of Linhai reservoir project,gives consideration to the development plan of Chinese infrastructure,and makes improvements on the basis of traditional methods,and draws a conclusion that the result of risk management is relatively close.It not only validates the feasibility of the funnel model-based risk management process,but also provides a new idea for social investors in the risk management research of similar projects.At present,the project has been officially launched for construction.The series of studies including this paper have provided some theoretical help for the normal development of the project. |
