| With the in-depth development of the new round of electric power system reform,the various institutional mechanisms of China’s electric power system have been updated continuously,and the original provincial transmission tariff pricing mechanism is no longer compatible with the new normal and new requirements under the new electric power reform situation,revealing many problems.According to the actual demand of China’s transmission tariff reform,how to combine the transmission tariff with various influencing factors of power load,better guide the reasonable power consumption of power users from the tariff perspective,reasonably formulate the transmission tariff,and make the transmission cost fairly shared among all kinds of power users,has become an urgent problem to be solved by the government and power grid enterprises.This paper addresses the problems exposed by the current transmission tariff,explores the relationship between the voltage level,load factor and power consumption time-sharing characteristics of customers and transmission costs,and constructs a transmission tariff pricing model based on load factor and time-sharing characteristics,the main research content of the paper is as follows:Firstly,the theories and methods related to transmission tariff regulation,cost accounting and cost sharing are sorted out in detail,and the theories related to peak-valley time-sharing tariff are also sorted out.Secondly,a peak-valley time division model based on the k-means algorithm of grain calculation optimization is constructed,and the specific process of using the model for division is introduced in detail.Thirdly,a transmission tariff pricing model based on load rate and time-sharing characteristics is designed,and users are divided into load rate bands through a user load rate banding model based on panel thresholds;costs are apportioned based on voltage levels,user load rate bands,BARY curves and users’time-sharing characteristics of electricity consumption respectively,and finally a two-part transmission tariff package based on load rate and time-sharing factors is formed.Fourthly,the transmission tariff pricing model proposed in this paper is tested with examples.Through the analysis of calculation cases,the scientificity and rationality of the transmission tariff pricing model established in this paper for provincial power grids are verified,which provides a certain theoretical basis for the optimal allocation of power resources. |
