Policy Research On Promoting The Consumption Of Renewable Energy In China From The Perspective Of Policy Tools

Since China revised the Renewable energy law in 2009,the scale of the renewable energy industry has continued to grow,and the total installed capacity and power generation have achieved a historic breakthrough.But at the same time,China is also faced with a serious situation of renewable energy consumption and the difficulties of power abandonment,and the transformation and upgrading of the energy structure has been seriously hindered.Therefore,evaluating and improving China’s existing renewable energy consumption policy system will have important practical significance and academic value for the high-quality development of renewable energy in China during the 14th Five Year Plan period.In this context,this article focuses on reviewing the research results of domestic and foreign academia on the influencing factors,policy systems,technological solutions,and policy tool theories of renewable energy consumption.Based on the characteristics of renewable energy consumption policies,the Rothwell and Zegveld policy tool classification methods are selected as the theoretical basis for this study,and a two-dimensional analysis framework based on policy tools and consumption responsibility subjects is constructed,selecting 77 samples of renewable energy related policies from 2009 to 2022 for content analysis,using statistical software to sort out 473 policy text analysis units,and conducting system coding and policy tool classification.Then,frequency statistics and evaluation are conducted based on the classification results.Research has found that in the analysis of policy tool dimensions,there is an overflow and lag in environmental tools,a need for improvement in supply based tools,and an insufficient use of demand based tools.In the two-dimensional analysis of policy tools and consumption responsibility subjects,there are issues with the application of some policy tools,such as uneven distribution,unclear target audience,and insufficient allocation.Finally,based on summarizing the practical experience and lessons of renewable energy policies in the United States,Germany,and the United Kingdom,the author proposes improvement suggestions for optimizing the use of relevant policy tools and coordinating the responsibilities of various consumption entities in response to the problems in China’s renewable energy consumption policy system.This provides a research basis for improving China’s renewable energy policy system and achieving high-level renewable energy consumption.At the same time,it also enriches the research results in the field of renewable energy policy tools in the academic community.
