| Tracing the history of China’s reform and opening up for more than 40 years,the Third Plenary Session of the Eleventh Central Committee in 1978 is taken as the starting point of reform and opening up.Since then,after continuous reform practice,our country has gained more than three decades of rapid economic development in the golden period.During this period,state-owned enterprises were seen as the most important force of the Party and the State in building socialism with Chinese characteristics and as the pillar of the national economy.However,with the development of the socialist market economy,bottlenecks in the development of state-owned enterprises have emerged,and the disadvantages of unclear property rights and the decline in the vitality of the enterprises themselves have been magnified in the market-oriented competition,affecting the sustainable development of the national economy,and it is imperative to deepen the reform of state-owned enterprises.Therefore,the Party Central Committee issued the Decision on Several Major Issues of Comprehensively Deepening Reform in the Third Plenary Session of the 18 th Central Committee held in 2013,which clarified the significance of deepening reform under the new situation,while taking this meeting as a new starting point for reform after the Third Plenary Session of the 11 th Central Committee.Since then,including the reform goals,timetables,roadmaps,including the "1 + N" top-level design documents have been introduced to promote the reform to deepen the development.In essence,state-owned enterprises are an outgrowth of the government’s economic functions,and reform of state-owned enterprises cannot be achieved without the government’s promotion.At present,how to deal with the relationship between the government and enterprises and how the government can better play its own functions in the reform of state-owned enterprises is an issue that must be faced in the reform and has a very important practical guidance.(hereinafter referred to as XCMG Limited),a holding company of Xuzhou Construction Machinery Group Co.,Ltd(hereinafter referred to as XCMG),a state-owned enterprise in Xuzhou City,where the author works,was included as a pilot reform enterprise in 2018 and started the road of reform.Combined with the above background,the case study of XCMG’s mixed ownership reform,which is currently underway,is used as the research object to study the government’s function and optimization in the reform of state-owned enterprises by using literature analysis and case study method.Through the study,it is found that there are some imperfections in Xuzhou government’s performance in the process of XCMG’s mixed ownership reform,mainly including: The top-level design of the government to guarantee "mixed reform" is not perfect;The government’s design of the equity structure still needs to be optimized;Unclear positioning of government regulatory functions in the "mixed reform".Through specific analysis of the above three problems,the following four reasons for the problems are summarized:Government performance is influenced by habitual thinking;the inertia of traditional administrative thinking has not been eliminated;Government legislation to protect "mixed reform" is not perfect;The government has not enough experience in planning the "mixed reform" of state-owned enterprises at this stage.Combining the causes of the problems and the current strategic deployment of China’s latest reform,the following suggestions are made for the optimization of government functions in the new round of state-owned enterprise reform.first,thoroughly transform government functions and build a service-oriented government;second,improve the system of supervising state-owned assets with "capital management" as the main focus;third,Achieve the organic unity of adhering to the Party’s leadership and improving corporate governance;Fourth,accelerate the top-level design of a sound market-based business mechanism. |
