The "Changing coal into natural gas" policy is an important national measure to promote the improvement of rural living ecological environment,accelerate the adjustment of rural energy structure and help rural revitalization.However,with the continuous promotion and implementation of the policy,problems also appear,such as unclear planning,increased cost,poor experience and feeling,and unsatisfactory heating effect,which lead to greater negative emotions among villagers.From the perspective of rural residents’ satisfaction,this study analyzes the whole process of implementing the "Changing coal into natural gas" policy,analyzes the impact of objective deployment,macro environment,subjective psychology,micro quality and quality,and puts forward relevant arguments to fill in the research blank of the local "coal to gas" policy satisfaction.It provides a scientific reference for the policy formulation and implementation of remote towns and streets in Weifang and the improvement of satisfaction.This study has full reference to domestic and foreign research achievements.Based on the theory of hierarchy of needs and the theory of customer satisfaction,the overall direction and framework of the research are set.At the same time,the current situation,effects and problems of local policy implementation are objectively discussed.The questionnaire design of this study was completed according to the maturity scale of relevant scholars,with a total of 6 dimensions and 26 questions.Based on the questionnaire survey method,12 villages in three administrative regions of Weifang were investigated,and statistical analysis software was used to analyze and process the collected data.On this basis,referring to the western classic customer satisfaction index model,the author innovates the impact of perceived safety and perceived service on perceived value,and constructs the residents’ satisfaction model of "Changing coal into natural gas" in rural Weifang City to explore the relationship among villagers’ expectation,perceived quality,perceived safety,perceived service and satisfaction.The results showed that the reliability and validity indexes of the questionnaire data were at a good level after passing the normality test,and and the rotated factors are all concentrated in the design dimension,the content and structure of the questionnaire were guaranteed,and all indexes in the confirmatory factor analysis met the requirements of convergent validity and discriminative validity,indicating that the measured variables could explain the potential variables well and were suitable for further research.According to the path coefficient and significance of structural equation model,it is concluded that villagers’ expectation significantly positively affects perceived quality;villagers’ expectation,perceived quality and perceived service all significantly positively affects perceived value;villagers’ expectation,perceived quality and perceived value all significantly positively affects satisfaction;perceived safety does not significantly affect perceived value.Through the analysis of the relationship between various variables and the synthesis of the objective problems in the actual research process,it is suggested to improve the satisfaction of "Changing coal into natural gas" in an all-round way from the perspectives of reasonable guidance of villagers’ expectations,improvement of villagers’ quality feelings,strengthening of quality management and joint efforts of policy participants.
