Study On The Selection Of General Contractor Of Municipal Engineering Project Under EPC Mode

For a long time,the traditional engineering project management mode in the construction industry in our country is DBB mode,but EPC mode,because it takes the whole project as the overall planning goal,can effectively cooperate with the design,procurement and construction work,and the general contractor pays the initial capital in advance,which can greatly reduce the daily workload of the owner unit and the required initial capital pressure.These advantages make EPC general contracting mode has been widely promoted throughout the country in recent years.Although EPC mode has various advantages,because the owner transfers the project construction risk to the general contractor and has low participation in the project implementation process,the owner will have weak control ability for the project.This also makes the owner unit for the best general contractor selection,become its most concerned problem.This thesis introduces the relevant laws and regulations of the industry,the professional characteristics of municipal engineering and the current situation of municipal project bidding and bidding,and makes a systematic analysis of the implementation characteristics of the general contract delivery mode project of municipal engineering.Then,by using the methods of literature research,expert interview,questionnaire survey and analytic hierarchy process,it adopts the multi-dimensional evaluation standard elements,such as: Bidding offer,construction organization design,project management organization,similar performance of enterprises and comprehensive credit of enterprises,etc.Then,AHP and data analysis tool SPSSPRO are used to analyze and process data of multiple candidates in the pre-qualification stage and bid evaluation stage of municipal engineering bidding,and the data are verified twice with the programming language Python.Thus,a general contractor selection model of municipal engineering project is constructed,so as to select the best general contractor of municipal engineering and reduce the risk of the owner’s selection of general contractor of municipal engineering project.Finally,the author will combine with the actual project of a large ecological parking lot of our company,and use the above general contractor selection model of municipal engineering to verify,and compare the actual bidding results of the municipal engineering,so as to verify the effect of this model in the practical operation project.
