Research On The Coordinated Development Of Infrastructure Investment Efficiency And Urban Resilience Of Provincial Capital Cities In China

Infrastructure investment plays an important role in the urban response to disasters and promoting social progress.Building resilient cities is an important proposition to promote the sustainable urban development.Infrastructure investment and urban resilience interact and influence each other.High-quality infrastructure investment can bring good economic,social and ecological benefits,thus enhancing the ability of cities to withstand disasters,adapt to disasters and recover quickly.Urban resilience includes infrastructure,economic,social and ecological dimensions.The improvement of urban resilience enhances the ability of cities to resist external shocks and creates a favorable environment for infrastructure investment.How to promote the coordinated development of infrastructure investment efficiency and urban resilience,and improve the coupling and coordination of the two is an urgent problem to be solved.This paper summarizes the connotation,evaluation method and influence relationship between infrastructure investment efficiency and urban resilience,The evaluation index system of infrastructure investment efficiency and urban resilience is constructed,Computing the urban infrastructure investment efficiency with the undesired output super-efficiency SBM model,Using the entropy method to calculate the weight of urban toughness indicators,Based on the calculation of the coupling coordination degree between the two,And analyze the spatial and temporal changes of infrastructure investment efficiency,urban resilience,and coupling and coordination,The following conclusions are drawn:(1)in terms of infrastructure investment efficiency,Beijing,Shanghai,Guangzhou,Chongqing,Fuzhou and other cities are high efficiency cities,Cities with low infrastructure investment efficiency are mainly reflected in the large investment in some infrastructure resources,Overdue investment scale,While the low level of output,The characteristic of higher carbon emissions.(2)In terms of urban resilience,the average resilience of provincial capital cities shows a growing trend year by year.During the 12 th Five-Year Plan period,economic development plays a major role in improving the urban resilience.During the 13 th Five-Year Plan period,it no longer takes the economic growth rate as the first priority,but pays more attention to the sustainable and high-quality development of cities.(3)In terms of infrastructure investment efficiency and urban toughness coordination,through GM(1,1)grey model prediction analysis in 2021-2025,found that the provincial capital city coordination mean,central,western and eastern capital of the forecast are on the rise,the northeast capital of the coordination volatility downward trend.The increase of coordination comes from the joint improvement of infrastructure investment efficiency and urban resilience.Among them,the improvement of economic development level,the improvement of infrastructure investment efficiency,the enhancement of urban pollution control capacity,and the improvement of information infrastructure services play a key role in the improvement of coordination.Make relevant suggestions based on the study results.(1)Suggestions for improving the efficiency of infrastructure investment: take measures according to local conditions;assist to attract social capital to participate in infrastructure investment.(2)Urban resilience improvement recommendations: enhance digital economy and promote economic resilience growth;improve environmental governance capacity and promote ecological resilience growth;improve cultural,educational and health level,promote social resilience growth;develop information infrastructure construction and promote infrastructure resilience growth.(3)Coordination of infrastructure investment efficiency and urban resilience: implement differentiated industrial policies to promote coordinated development among subsystems;promote scientific and technological innovation,accelerate the construction of new infrastructure;transform the development model and promote high-quality development of urban economy.This paper studies the coupling and coordinated relationship between infrastructure investment efficiency and urban resilience,and provides new research ideas and methods for the coordinated development of both.In addition,the infrastructure investment efficiency,urban resilience and coupling coordination of provincial capital cities are evaluated,and corresponding improvement strategies are put forward to provide reference for the coordinated development of provincial infrastructure investment efficiency and urban resilience.
