| Whole-area river regulation is a whole-area river regulation method of multi-participation with river basins as the supervision unit.It aims to promote the formation of a new mechanism of joint construction,joint management and sharing of shoreline protection,benefit sharing,coordination and linkage,and efficient action in waters in different administrative regions within the basin.In the current situation where people are constantly pursuing a better life,it is especially important to further strengthen the construction of ecological civilization.As an important ecological barrier in the upper reaches of the Yangtze River,Chengdu can provide a solid foundation for winning the battle of blue sky,clear water and clean land,because of which,it is significant for Chengdu to implement whole-area river supervision.This paper introduces the background and significance of research on river supervision problems and countermeasures throughout Chengdu.The status and achievements of river supervision throughout Chengdu in recent years are described and the problems in river supervision throughout Chengdu are analyzed with methods of document analysis,case analysis,comparative analysis and key person interview in combination with principal-agent theory,co-governance theory and digital governance.Besides,this paper analyzes the causes of aforementioned problems theoretically and puts forward the paths of optimizing the river supervision throughout Chengdu by reference to excellent river governance cases at home and abroad based on the causes.Organization and analysis shows that the river supervision throughout Chengdu is facing the following difficulties: lack of river data exchange,intricate relationship between supervising subjects,bad governance effect,etc.By analyzing the causes with theoretical model,this paper finds that defective co-governance mechanism of supervising subjects,incomplete management operating mechanism and inadequate regulatory measures are unfavorable and limiting factors affecting execution of river supervision throughout Chengdu.Optimization paths are offered by reference to the river governance experiences of foreign Rhine River and the Thames River and domestic Taihu Lake Basin and rivers in Hangzhou according to the causes of policy execution difficulties,including perfecting the co-governance mechanism of supervising subjects,improving the management operating mechanism,laying a solid foundation for operation,and strengthening the guarantee for work with purpose of providing optimization ideas to river supervision throughout Chengdu. |
