Military state-owned enterprises shoulder the great mission of national scientific research and security construction,and are an important reserve force to promote the establishment of world-class military.The state usually has high requirements on the confidentiality and compliance of such state-owned enterprises.In the past,state-owned military enterprises were funded mainly by government grants,and their daily operations were basically carried out in strict accordance with the tasks assigned by their superiors,including research and development and production.But with the development of market economy,except military state-owned enterprises engaged in the development of national core weapons and equipment,other types of military state-owned enterprises to obtain long-term and sufficient development relying on the original planned economy system is obviously not in line with the characteristics of The Times,in this development background,the state proposed to carry out reform among military state-owned enterprises,reasonably expand their business scope.It also puts forward the development strategy of military-civilian integration,aiming at integrating the two strengths of economy and national defense,promoting the reform of military state-owned enterprises with the modern enterprise system,and driving economic growth with the advanced technological research and development results of military state-owned enterprises.To carry out mixed ownership reform is an effective way to promote the reform of military state-owned enterprises under the new situation.The state has issued guiding Opinions on Deepening the Reform of State-owned Enterprises,Opinions on Integrated Development of Economic Construction and National Defense Construction and other guiding documents,which have laid the policy foundation for deepening the mixed ownership reform of military soes.In addition,from 2017,the state officially launched the military-related state-owned enterprises mixed-use reform pilot work.Under the dual role of national strategic guidance and policy guidance,all kinds of enterprises that meet the conditions of reform have clearly defined the objectives of mixed-use reform and actively explored the paths of mixed-use reform.From the perspective of mixed reform results,there are many successful cases of reform in the major military industry groups in recent years.However,due to the strong confidentiality of military state-owned enterprises,imperfect implementation rules of mixed reform and large differences in the development of the industry and other factors,there is still a lack of case studies on the practice process and effect of mixed reform of military state-owned enterprises.Based on this,this thesis selects Jianghang Equipment,a military state-owned enterprise that has successfully completed the mixed reform and been listed successfully,as the case study object.By analyzing the reasons,paths and implementation effects of the mixed reform,this thesis aims to enrich the research on the mixed reform of military state-owned enterprises and provide references for similar enterprises in the same industry to promote the reform.This thesis mainly uses the literature research method and the case analysis method,starting from the theory and combining with the examples of mixed-ownership reform from four aspects: first,this thesis sorts out and summarizes the domestic and foreign literature research results on the motivation,path and implementation effect of mixed-ownership reform;secondly,this thesis summarizes the concrete contents of mixed ownership reform of military enterprise and sorts out its development course;third,combined with the current development status of mixed ownership reform of military state-owned enterprises,this thesis summarizes the implementation characteristics and reform difficulties of the current military state-owned enterprises to participate in the mixed reform,and summarizes the analysis dimension of its mixed reform effect.Fourthly,taking Jianghang Equipment,one of the first batch selected in the pilot list of military-industrial mixed reform,as the case study object,this thesis elaborates the process of the mixed reform in detail from the enterprise situation,motivation,path and supporting measures,and then analyzes the effect of the mixed reform from the four dimensions of corporate strategy,corporate governance,R&D innovation and financial situation respectively.Finally,the above contents are analyzed and sorted out,and the conclusion is drawn: first,military enterprises through the mixed reform is helpful to improve the level of corporate governance;Second,military enterprises through the mixed reform to help optimize the industrial layout and improve the efficiency of operation;Third,military enterprises through the mixed reform to help broaden financing channels to meet the needs of development funds;Fourth,military enterprises through the mixed reform to help stimulate the continuous vitality of enterprise innovation.According to relevant research conclusions,this thesis puts forward five suggestions for further deepening the mixed ownership reform of state-owned enterprises: first,enterprises should closely follow the development of current affairs and policy guidance to promote sustainable development;second,enterprises should continuously improve the core competitiveness of products through independent research and development and technological innovation;thirdly,enterprises can improve the effect of mixed reform through professional reorganization of core business and market-oriented operation.Fourthly,it is necessary to establish flexible and effective compensation incentive and personnel selection mechanism to stimulate enterprise vitality.Fifth,enterprises can improve business performance by actively introducing investors with synergies.
