In recent years,extreme disasters have occurred worldwide,and the urban system,as an important carrier of people’s living and life,is subject to increasing uncertainty risk,which seriously threatens people’s life and property safety.The old neighborhoods are both weak links and important basic units in the urban system,and the consequences are unimaginable once they are disturbed by disasters.How to enhance community resilience has become a research hotspot in the field of disaster prevention and mitigation,based on which the concept of resilience is generally supported and recognized as a new idea for disaster prevention and mitigation at this stage.A large number of research data show that fire accidents are one of the disasters with the highest incidence and most persistent danger in old neighborhoods,and applying the concept of resilience to the study of fire accidents in old neighborhoods can effectively reduce casualties and losses.Therefore,this paper takes old neighborhoods as the research object,and identifies and evaluates the fire resilience analysis of old neighborhoods,and the main research contents and results are as follows.Firstly,the purpose of this paper is introduced according to the review of domestic and foreign research,and the scope of the research object is defined and the connotation of fire resilience of old neighborhoods in this study is discussed by combing the concepts of disaster resilience and old neighborhoods;the theoretical framework of the whole life cycle of fire accidents is established based on the theory of disaster resilience,and the theoretical foundation is laid for the construction of the fire resilience evaluation model of old neighborhoods in the later paper.Secondly,24 secondary evaluation indicators of fire resilience in old neighborhoods are identified from four dimensions of disaster resilience based on policies and regulations,accident cases and related literature,and all indicators are screened based on questionnaires and Pearson statistics,and 16 key evaluation indicators of fire resilience are finally identified.On this basis,based on the expert scoring and DANP method,we analyze the mutual influence relationship among the evaluation indicators and draw the causeeffect relationship diagram among the indicators,further calculate the weight of each indicator,and establish the evaluation system of fire resilience of old neighborhoods.Finally,the fuzzy comprehensive evaluation method is used to construct the evaluation model of fire toughness of old neighborhoods,and an example analysis is conducted for the old neighborhood of Qiaoxi community in Hui County,Gansu Province,and the evaluation results are used to put forward the fire toughness of old neighborhoods from four perspectives: improving the fire safety management system of old neighborhoods,strengthening the daily management of fire safety in old neighborhoods,improving the construction level of fire safety facilities in old neighborhoods,and strengthening fire safety publicity and education in old neighborhoods.corresponding strategies and suggestions.This paper introduces the concept of disaster-appropriate resilience into the fire safety management of old neighborhoods and establishes an evaluation index system for the whole process of fire accidents,which can quantitatively evaluate the degree of fire resilience in old neighborhoods and provide a universal evaluation model for the study of fire resilience in old cores,which helps to improve the level of daily fire safety management in old neighborhoods and meet the needs of building harmonious communities and improving the good image of cities.In addition,it also provides reference and reference for subsequent research,which has certain theoretical significance and practical value. |
