Public cultural facilities reflect the service quality of a city and are an important indicator to measure the level of urbanization in a city.With the rapid development of the economy and the continuous improvement of people’s living standards,the diverse and multi-level demands of residents for public cultural services are also increasing,which also puts forward more diversified requirements for the supply of public cultural facilities.The relevant research on the spatial allocation of public cultural facilities is an important basis for measuring whether there is regional inequality in public cultural facilities.This article takes seven districts and counties in the main city of Xi’an as the research area,and takes three specific public cultural facilities: libraries,cultural centers,and museums as the research objects.Based on the Gaussian two-step moving search method,the spatial accessibility analysis method is used to evaluate and analyze the current accessibility of basic public cultural facilities.On this basis,it analyzes the fairness of public cultural facilities from two aspects: global fairness and local fairness.Secondly,based on population data and established public cultural facilities in the study area,an optimal location model is established.Genetic algorithms are used to optimize the location of three public cultural facilities,and NSGA-Ⅱ is used to seek Pareto optimal solutions.Finally,a comparative analysis of accessibility before and after site selection is made,and suggestions for the construction of relevant public cultural facilities are proposed.The main tasks accomplished in this article are as follows:(1)This article obtained POI data(libraries,cultural centers,and museums),population data,traffic network data,and district/county and street level administrative zoning data for three types of public cultural facilities in the main urban area of Xi’an City,divided into smaller scale units:traffic community(TAZ),and conducted data preprocessing;(2)Starting from the main factors affecting the allocation of public cultural facilities: population,transportation network,and public cultural facilities,explore their spatial distribution characteristics,providing a basic basis for subsequent analysis and evaluation of accessibility spatial allocation;(3)Call the path planning interface of the AMap API to obtain the real-time time of residents’ driving trips,evaluate the spatial accessibility of three public cultural facilities in Xi’an based on the Gaussian two-step mobile search method,and identify different supply and demand zones using K-means clustering analysis;(4)Based on the accessibility evaluation of three types of public cultural facilities,a correlation analysis of the allocation balance of public cultural facilities is conducted based on the global fairness of Lorentz curve and Gini coefficient and the local fairness of location entropy;(5)Aiming at the existing problems in the spatial allocation of public cultural facilities in the main urban area of Xi’an City,genetic algorithms and Pareto are used to solve them,and a multi-objective optimization location model is established.The model aims to minimize costs and maximize service capacity,and finally solve the number and corresponding locations of public cultural facilities that need to be newly built.Conduct accessibility calculations again for the three types of public cultural facilities after optimization,and make a comparative analysis of the accessibility before and after site selection optimization,and propose policy recommendations for later optimization.
