Engineering project cost management generally refers to the use of systematic theory and management methods to effectively manage the total cost of engineering projects under the premise of limited resources.Since the 40 th anniversary of the reform and opening up,the construction industry,as an important pillar industry in China,has made great progress.The rise and expansion of China’s construction industry has brought about internal rat-race in the construction industry,which has led to the rapid increase of engineering and management costs and other projects over budget.Although most construction engineering enterprises have adopted the project cost management method in line with their own needs which has little effect.It is difficult to explain this phenomenon with traditional management theory and practical experience.According to current situation of a large number of over cost budget project in construction industry and the failure of current engineering project cost management methods,this thesis introduces in typical case facts of H company’s F project and focuses on the project cost management problems and its reasons,expanding the research respectively from two perspectives,the management method of perpetrators(H company and H company’s F project),and the tool carrier throughout the project(the project cost management).This thesis proposes a ‘project cost management’-‘construction enterprise performance’ model as theoretical research paradigm which has strong internal correlation.It is found that the implementation of project cost management is the key factor to improve the performance of construction engineering enterprises.High quality project cost management not only determines effects of the top-level design for enterprise-management,and promote engineering project staff to reach higher efficiency of execution.The cost control and performance improvement of construction engineering enterprises have a crucial impact in the end.Based on the case study of F project of H company,this thesis introduces the general strategic tripod as the analysis framework,and constructs a set of systematic theoretical framework that takes cost management as the core,industry and resources as the index,and institution design as the guidance,to ultimately drive the strategic upgrading of cost management of construction engineering enterprises.Based on the theory of strategic tripod analysis framework,research project cost management theory system and function mechanism,using a large number of literature analysis and data analysis which scientifically reveals the essence of engineering project cost management characteristics and operation rules,as well as the upgrade path of engineering project cost management.It promotes realizing effective management of engineering project cost at execution level.This thesis has important theoretical and practical significance to promote the management system reform and management strategy optimization of construction engineering enterprises.
