Over-limit and overload transport not only damages road production and endangers traffic safety,but also makes the road transport market unable to run in an orderly way,which has a negative impact on the development of the transport market.In the past,the traditional on-site law enforcement mode was mainly used to deal with the over-limit and overload,but there are some problems such as weak attack force,unable to timely investigate and handle the over-limit and overload transport vehicles,and the governance effect is not ideal.However,the appearance of off-site law enforcement mode alleviates this situation.In the off-site law enforcement mode,the passing freight vehicles are inspected all day by installing the detection stations on the highway.Once the behavior of over-limit and overload is found,the off-site law enforcement terminal will be alerted immediately and relevant information will be sent for timely investigation.Therefore,the scientific and reasonable layout of highway overcontrol and overload detection stations has a huge impact on the actual effect of overcontrol and overload control.However,the number and layout of the current highway overcontrol and overload detection stations are mostly unreasonable and unscientific,which makes it difficult to meet the needs of overlimit and overload control.It is urgent to optimize the layout of the current highway overlimit and overload control and detection stations.Based on survey,field investigation and questionnaire,this paper obtains the drivers’ travel choice and causes of overloading as well as the harm caused by overloading.It establishes the layout model of highway overloading detection station based on road importance,aiming to reduce the layout cost of detection station and maximize the efficiency of highway overloading detection.So as to meet the requirements of over-limit and overload control,the main research contents are as follows:(1)Through the method of field investigation and questionnaire,the main travel routes of over-limit and overload transport drivers are obtained,which are mainly national and provincial roads.The three main factors to be considered in route selection are the unimpeded road condition,the setting of overload detection points and the timeliness of cargo transportation.The main reasons for the formation of over-limit and overload transportation are economic benefits and governance and supervision.This paper makes a comparative analysis of the on-site law enforcement mode and the off-site law enforcement mode,and emphasizes that the setting of off-site law enforcement detection stations is of great significance to the control of over-limit and overload transportation.(2)Through field investigation and questionnaire,it is found that the main travel routes of overlimit and overloading transport drivers are mainly national and provincial roads.Route selection takes into account three factors,such as unimpeded road conditions,setting of overload detection points and timeliness of cargo transportation.The main reasons for the formation of over-limit and overload transportation include economic benefits and governance and supervision.This paper compares and analyzes the law enforcement model on-site and off-site.(3)The importance of the section is selected as the control target of the overdrive detection station,and the evaluation index system of the importance of the section is established.Firstly,the socio-economic indicators of the region where the section is located are analyzed.The population,GDP and the number of large-scale enterprises are selected as the socio-economic evaluation indicators of the region where the section is located.The entropy weight method is adopted to solve the weight coefficients of each index.According to the harm and cause analysis of over-limit and overload transportation,as well as the cluster analysis by SPSS,the functional importance index is scientifically and reasonably selected,and the good and bad distance method is adopted to solve the functional importance of each section.Finally,the mean square error weighting method is used to obtain the comprehensive importance of the road segment.(4)Considering the factors affecting the importance of the road section and the number of construction,a multi-objective optimization model of overdrive detection station layout including construction cost and OD coverage constraints was constructed.The multi-objective optimization model of overcontrol detection station was improved,and the constraint conditions of layout were changed by adjusting the failure rate of overcontrol detection equipment,so as to improve the reliability of detecting overlimit overloaded trucks.Based on the basic theory and solution method of the multi-objective optimization problem,this paper explores a decision means for the efficient layout of the facilities of the overdrive detection site,designs the multi-objective particle swarm optimization algorithm to solve the optimization mathematical model,and analyzes the highway network of Jinan City as an example.
