NF Company is an old state-owned construction enterprise with a history of more than60 years in the power grid system.Its main business sector is the construction of power transmission and transformation projects.Taking advantage of the "double hundred" reform of the national policy,NF Company successfully transformed,introduced external shareholders to achieve equity diversification,and established a modern enterprise governance system.However,with the continuous deepening of the reform,the business scale of NF Company continues to grow,and the lack of effective control over the cost of engineering projects has become increasingly prominent;Although profits are growing every year,one quarter of NF’s engineering projects have suffered losses in the past three years.The traditional "one size fits all" budget management model has been unable to adapt to and meet the budget management requirements of modern enterprises,and the budget has failed to play a role in project cost control.The management of NF Company is eager to improve the budget management level of the enterprise,change the situation of ineffective cost control of engineering projects,and ensure the business efficiency of the enterprise.Through the reform of the traditional budget management system,building a truly effective budget management and control system and strengthening the project cost management and control is an important way to realize the deepening reform and high-quality development of NF Company.This paper uses the method of combining theory with practice,through literature review,questionnaires and field research,and takes NF Company,a "double hundred" reform enterprise,as the research object,to explore the construction of a new ABB activity-based cost budget management system in NF Company to solve the problems existing in the traditional budget and strengthen the control of project costs.By analyzing the current situation of the traditional budget management system of NF Company,this paper finds out the problems of the budget preparation becoming a mere formality,the absence of budget implementation responsibilities,the lack of process control of the budget,and the non binding of the budget assessment,and then analyzes the feasibility of solving the current budget problems by choosing to implement activity-based cost budgeting in NF Company;Finally,according to the theoretical model of activity-based budgeting,the paper constructs the activity-based budgeting management system of NF Company,designs the preparation,implementation,control,analysis and assessment methods of the activity-based budgeting of NF Company,and proposes a number of measures to ensure the implementation of the activity-based budgeting management system.This paper hopes to solve the problems existing in the traditional budget model by studying the construction of the activity-based cost budget management system in NF Company,truly play the important role of budget tools,effectively control project costs,so that the reformed NF Company has a strong competitive advantage in the market-oriented environment,and also provide some reference ideas for the implementation and construction of activity-based cost budget in similar power construction industries.
